INVITATION FOR PREQUALIFICATION

1. This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities” on March 13th, 2003. The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.
2. The People’s Republic of China (PRC) has received a loan from the Asian Development Bank (ADB) towards the cost of Ningxia Roads Development Project.
3. The Ningxia Hui Autonomous Region Communications Dept. (Hereinafter referred to as the “Executing Agency”) authorized Ningxia Highway Construction and Administration Bureau (hereinafter referred to as the “Employer”) to implement and supervise the performance of the project. Beijing Zhongjiao Construction Engineering Tendering Co., Ltd (the “Procurement Agent”, hereinafter referred to as “ZTC”) authorized by the Employer intends to prequalify firms for the following contracts of civil works under this project:

4. It is expected that the Invitation for Bids will be made in March, 2009.
5. Interested eligible Applicants may obtain further information from Ningxia Highway Construction and Administration Bureau and Beijing Zhongjiao Construction Engineering Tendering Co., Ltd (ZTC) and inspect the Prequalifi cation Document at the address given below, between 9:00-11:00 and 14:00-17:00 (Beijing time) starting from November 18, 2008 (except Saturdays, Sundays and holidays).
6. To purchase the Prequalification Document in English, interested applicants should:
* visit the office of Procurement Agent at the address indicated below and pay a nonrefundable fee of RMB1,000 or USD155 in cash, or
* request for delivery by sending a written application to Procurement Agent, at the address indicated below. The application must include a
cashier’s check, in favor of Beijing Zhongjiao Construction Engineering Tendering Co., Ltd, amounting to RMB1,200 for domestic delivery or USD 185 for overseas delivery. The document will be sent by registered airmail. No liability will be accepted for loss or late delivery.
7. Applications must be delivered to the Employer (address below) at or before 15:00 (Beijing time) December 30, 2008. The Employer reserves the right to accept or reject late applications
8. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.
9. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
