1. This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities” on March 20, 2006. The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.

2. The People’s Republic of China has received a loan from the Asian Development Bank (hereinafter called “ADB”) towards the cost of payment for the Pavement Works of Sichuan Roads Development Project Ya’an-Lugu Expressway Project.

3. Sichuan Yaxi Expressway Co., Ltd. (hereinafter called “Employer”) entrusted CMC International Tendering Corporation (hereinafter called “CITC” ) as procurement agent to prequalify contractors for the following contracts of the project:

The Central Sichuan Roads Development Project is a 4-lane, all access controlled expressway. Located in the area of Sichuan Province, the pavement civil works for this bidding includes sub-base, base course and asphalt concrete surface course and etc. altogether with 5 contract sections, and shall be carried out by International Competitive Bidding (ICB).

Domestic applicants and domestic applicants in a joint-venture are required to have independent legal entity qualification, business license, Grade I or above highway engineering construction general contracting certificate and Grade I pavement engineering specialty contracting certificate issued by Ministry of Construction.

4. It is expected that the final result of the Prequalification Evaluation will be issued in May, 2009.

5. Interested eligible Applicants may obtain further information from, and inspect and acquire the Prequalification Documents, at the office of the Employer given below between 9:30-11:30 a.m and 2:30-5:00 p.m. from 31 March 2009 to 11 May 2009 (except holiday).

6. To purchase the Prequalification Document, interested Applicants should:

a) Visit the office of the Employer at the address given below and pay a non-refundable fee of RMB1,500 or USD200 for English version and RMB150 or USD20 for Chinese version. The method of payment will be in cash or cashier’s check or direct deposit to account No. given below; or

b) Request for delivery by sending a written application to the Employer’s office at the address given below and requesting for the “Prequalification Document for Pavement Works of Ya’an-Lugu Expressway Project, Central Sichuan Roads Development Project”. The application must include a cashier’s check or proof of direct deposit to account No. given below for the amount indicated above and an additional postage of RMB200 or US$30. The document will be sent by Air Express. No liability will be accepted for loss or late delivery.

Domestic applicants must take the Enterprise’s letter of Introduction (original), Qualification Certification and Business License (duplicate original), purchaser’s ID (original) and copies the all the above document with common seal of the company.

7. Application documents, clearly noted “Application Document for Pavement Contract No. ______ of Ya’an–Lugu Expressway Project, Central Sichuan Roads Development Project”, must be delivered to the following address before 5:00 p.m., 11 May 2009 (Beijing Time). Late applications will not be accepted.

8. The employer will not be responsible for any cost or expenses incurred in the preparation or delivery of the applications.

9. The Employer will notify all Applicants in writing of the names of those applicants who have been prequalified.
