RECRUITMENT NOTICE
In order to implement the spirit of the 17th National Congress of the CPC and meet the requirements of the “Decision of the CPC Central Committee and the State Council on Further Strengthening Personnel Selection”, propel leadership selection and appointment system reform within State-owned enterprises (SOEs), attract talented candidates from home and abroad, promote the establishment and improvement of legal counsel system (with the general counsel at the core) in key State-owned enterprises, and strengthen corporate legal risk prevention mechanisms, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), in keeping with related laws and regulations, is organizing the six SOEs under the supervision of SASAC to recruit six enterprise general counsels.
I. Main responsibilities and requirements for enterprise general counsels
1. Main responsibilities for enterprise general counsels:
Being responsible for the overall corporate legal affairs, coordinating and dealing with corporate legal affairs in decision-making, operation and management, including: taking part in important decision-making for business operation, ensuring the legality of the decisions, providing advice on guarding against risks related to legal affairs; taking part in the formulation and implementation of important rules and regulations of enterprises; establishing and perfecting corporate legal affairs departments; being responsible for publicity, education and training for corporate legal affairs; and performing other necessary duties of enterprise general counsels.
2. Position requirements:
1)Abiding by laws and regulations, being honest and having integrity, being self-disciplined, diligent and devoted, cooperative, and having a team spirit, strict work style and professionalism.
2) Being familiar with modern corporate management and operation, knowing well of the development trends and directions of the related industrial sectors; being familiar with the laws and regulations and legal matters in the industrial sectors related to the recruiting enterprises, having work experience in and capability of dealing with complicated or difficult legal matters, and having good coordinating and communication capabilities.
3) Holding certified qualifications of enterprise legal counsels or having professional qualifications in the legal field, or qualifications of lawyer, judge, public prosecutor or other similar professions.
4) Having work experience as a middle-level manager or in a higher position in charge of legal affairs in a large enterprise or a well-known multinational company; or experience as a chief in a middle-level management or a higher position in charge of legal affairs in a large enterprise affiliated to a group company; or work experience in legal affairs as a middle-ranking chief or in a higher position in a government office or public institution; or having experience as a perennial legal counsel in a large enterprise and as a partner with a law firm representing large enterprises in litigations or non-litigation affairs for at least 5 years; or engaging in legal research, legal education or other related technical posts with senior titles for at least 3 years.
5) Bachelor’s degree or above and proficiency in Chinese as working language, computer literacy and ability of communicating in foreign languages, good physical and psychological health.
6) Applicants should be under 45 years old, but outstanding applicants can be over 45 but less than 50.

III. Recruitment procedures
1. The procedures include: registration, prequalification, uniform examination (including written exams which include foreign language written exams, interview, assessment center, psychological test and evaluation, and oral test of foreign language is required if necessary for some positions), investigation and decision on recruitment.
2. Successful candidates will begin with a probation period according to relevant regulations.

3. Other requirements
Each applicant is allowed to apply for only one position.
*Follow-up examination and recruitment work will not be conducted if the number of the qualified candidates for a post is less than six.
Each applicant shall mark the enterprise and position to be applied for when applying, and try to provide the following materials in Chinese:
1) A copy of ID card or passport, permanent residency permit, work card, diploma, degree certificate, professional qualification, practicing certificate and technical credentials respectively.
2) Resume, main work achievements (outcomes) in recent years, relevant certification materials (Returned Chinese are required to provide education certificates received abroad; A law firm partner should provide relevant certification materials which can prove that he or she has been a perennial legal counsel or has dealt with litigations or non-litigation affairs of a large enterprise or other materials related to a law firm partner).
3) Two recent bareheaded color photos (2-inch).
