1. The People’s Republic of China has received an ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC) towards the cost of Yunnan Kunming Water Environmental Improvement Project, and intends to apply the proceeds of the loan to payments under the contracts for procurement of goods (detailed list as follows). Disbursement of ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ‘Guidelines for Procurement under JBIC ODA Loans’.

2. CMC International Tendering Co. (hereinafter referred to as CITC) is authorized to invite sealed bids from eligible bidders from eligible source countries for the construction and completion of the following works. According to the Loan Agreement, the eligible source countries are all countries and areas.

3. A complete set of bidding documents may be purchased at the Procurement Agency’s office by any interested eligible bidder at the address of CMC International Tendering Co. (Room 505, Genertec Plaza, No. 90, Xisanhuan Zhonglu, Fengtai District, Beijing 100055, China) upon nonrefundable payment of RMB7,000 for each Package between 9:00 am to 4:00 pm from September 9, 2008 to October 9, 2008 (Beijing Time, except Saturdays & Sundays).

4. All bids must be accompanied by a security no less than 1.5% of the bid price in Japanese Yen, and must be delivered to the Bid Opening Place at or before 10:30 am (Beijing Time) on October 9, 2008. Bids will be opened at 10:30 a.m. (Beijing Time) October 9, 2008 at the Bid Opening Place in the presence of bidders’ representatives who should attend.

5. Neither CMC International Tendering Co. nor the Enduser will be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
