Hangzhou Normal University, featuring a one-hundred-year history, is a regular institution of higher learning approved by Ministry of Education of the People’s Republic of China and administered by the People’s Government of Hangzhou City. In 2008, the People’s Government of Hangzhou City (hereinafter referred to as the Government) has resolved to support Hangzhou Normal University (hereinafter referred to as the University) in building a first-rate comprehensive university of Zhejiang Province by 2015 and of China by 2025. To this end, the Government is adopting extraordinary policies to support the University enormously both in its infrastructure and manpower. When a first-rate new campus is being constructed, the Government is preparing to call for bids for discipline & specialty development plan and implement program of Hangzhou Normal University (2009-2025) to the whole world. The following are the bidding contents and procedures related.
1. Bidding contents: to demonstrate and formulate a feasible discipline
& specialty development plan and implement program of the University for the following 17 years (2009-2025).
2. Qualifications and Requirements
2.1 The bidder should be a Chinese or international professional research institution/group or professional planning institution/group;
2.2 The bidder should be a legal, registered institution who bids in terms of one team, but not one person;
2.3 The bidder shall be a professional institution specialized in 1) economic and social development research and higher education development research or 2) economic and social development planning;
2.4 The bidder shall have acquired experience in formulating development plans or discipline and specialty programs for universities, and related results and materials should be submitted upon bidding;
2.5 The percentage of university presidents, senior managing staff or higher education researchers in the bidding team should not be less than 30%;
2.6 The bidder shall comply with related laws and regulations.

5. Procedures: Each bidder should submit an application which includes qualifications identifications andteam profile with related achievements before September 8th, 2008. After qualification examination, Eligible Bidders will be informed to get a free copy of bidding documents from the identical room as in provision 4 from 8:30 to 11:30 am and 1:30 to 5:30 pm on September 15th, 2008.
