1. The Ministry of Finance of the People’s Republic of China has received an ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC), in the amount of JPY3,301,000,000 toward the cost of Anhui Province Broadcasting Infrastructure Improvement Project of which the Loan Agreement was signed on March 31, 2004, and intends to apply the proceeds of the loan to payments under the contract for goods (detailed list is as follows). Disbursement of an ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”.
2. CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment listed below. According to the Loan Agreement, the eligible source countries are in accordance with the Instructions to Bidders.
3. A complete set of bidding documents may be purchased by any interested eligible bidder at the address of CMC International Tendering Co. (Room 603, Genertec Plaza, No. 90, Xisanhuan Zhonglu, Fengtai District, Beijing 100055, China) upon nonrefundable payment of RMB 7,000 for each package between 9:00 and 11:00 am / 2:00 and 4:00 pm (Beijing time) from February 5 to March 25, 2008 (except public holiday).
4. All bids must be accompanied by a bid security of not less than three percent (3%) of Total Bid Price, and must be delivered in accordance with the Instructions to Bidders at or before 10:30 am on March 25, 2008 (Beijing time), and will be publicly opened at 10:30 am on the same date.
5. CMC International Tendering Co. will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
