Invitation for Bids
1. The Ministry of Finance of the People’s Republic of China has received an ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC), in the amount of JPY 8,400,000,000.00 towards the cost of Anhui Water Environmental Improvement Project (Loan No.: C06-P223) dated on March 30, 2007, and intends to apply the proceeds of the loan to payments under:
Bid No.: 0703-0830CIC1E011 Package No. 1-1: Machine Equipment of Sewage Treatment Plant Disbursement of an ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”. No party other than the Ministry of Finance of the People’s Republic of China shall derive any rights from the Loan Agreement or have any claim to loan proceeds. The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, the Ministry of Finance of the People’s Republic of China will take appropriate measures for finance.
2. The Purchaser now invites sealed bids from eligible bidders from eligible source countries for the supply of the Goods for the purpose of the Project.
3. Interested eligible bidders may obtain further information on the bid form and inspect the bidding documents between 9:00 and 11:00 am/1:30 and 4:30 pm. (Beijing Time) on working days from April 3 to May 19, 2008 (except weekend and holidays) at the office of the Purchaser: Room.

4. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and upon payment of a nonrefundable fee of RMB5,500 (VAT included) for Package No.1-1. For mail order, an extra RMB350 express mail postage shall be added.
5. All bids must be accompanied by a bid security of not less than three per cent (3%) of Total Bid Price, and must be delivered in accordance with the Instructions to Bidders at or before 10:00 am, May 19, 2008, (Beijing Time), and will be publicly opened immediately thereafter.
6. The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
