1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 28 January 2005.
2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Coal Mine Methane Development Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.
3. Instrimpex International Tendering Corporation, the authorized Procurement Agent of Shanxi Energy CBM Company Ltd. (SECC), the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for:
* the Supply and Installation of Welded Steel Pipe for the gas gathering and gas transmission pipelines in Jincheng city, Shanxi Province. Details and specifications are provided in the Bidding Document. (Bid No.0703-0820CIC4D004)
* a Package of Equipment for Gas Stations (4 gas collection stations and 3 gas transmission stations in Jincheng city, Shanxi Province). Details and specifications are provided in the Bidding Document. Bid (No.0703-0820CIC4D003)
4. International Competitive Bidding will be conducted in accordance with ADB’s: Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries.
5. To obtain further information and inspect the Bidding Document, interested eligible bidders should contact the following address between 9:30 and 11:30 / 13:00 and 15:30 (Beijing Time) from 13 March 2008 during workdays.

6. To purchase the Bidding Document, bidders should:
* visit the office of the SECC at the address indicated above and pay a nonrefundable fee of RMB750.00 or USD100.00 in cash; or
* request for delivery by sending a written application to the SECC at the address indicated above.
The application must include a cashier’s check of RMB750.00 for local delivery or USD100.00 for overseas delivery, or evidence over direct deposit to the Account No.: 110060239018002343611 at Bank of Communications, Swift code: COMMCNSHBJG. The document will be sent by courier. No liability will be accepted for loss or late delivery.
7. Bidders should deliver their bids:
* to the address above
* at or before 10:30 a.m. (Beijing Time) on 25 April 2008
Late bids will be rejected.
8. Bids will be opened immediately thereafter at the address above in the presence of the bidders’ representatives who choose to attend.
