INVITATION FOR BIDS

For conceptual planning of the Southern Part of the Zhongguancun–Shijingshan Science Park

1. Approved by the government of the Shijingshan District of Beijing Municipality, the management administration of Shijingshan park of the Zhongguancun Science Park entrusts Beijing Jingshi Science Park Property Development Co., Ltd (the tenderee) to call for bidding on the Conceptual Planning of the Southern Part of Zhongguancun-Shijingshan Science Park, and select design unit to undertake the services of design development.

2. The Scope of plot area is around 1.89 square kilometers in the Southern Part of Shijingshan Science Park, which is annexed to the Zhongguancun Science Park Complex.

3. Applicants from the Chinese mainland should possess the first level planning qualification certificate. Other Applicants should possess urban planning or design qualification or certificates recognized by their local governments. The companies that have similar urban planning and design experience in Beijing will enjoy priority.

4. Applicants could apply for prequalification independently or in a form of joint venture. No more than four units will pass the prequalification. Applicants can get prequalification Documents from:

5. All the prequalification documents must be delivered to 1st level of Jiyou Plaza, No. 2, Changximen Road, Haidian District, Beijing at or before 10:00 am, August 12, 2008 (Beijing Time). Any late submission or not in line with the requirement will be rejected.

6. The tenderee will declare the result of evaluation in time, and a notice of pre-qualification sheet will be only sent to the bidders who have passed the pre-qualification.

7. Applicants who receive the prequalification notice are required to send a written confirmation in 24 hours after been notified and purchase the bidding documents in 3 days after confirmation.

8. The best plan will win the 1st prize of RMB 400,000.00 and the 2nd RMB200,000.00. The rest will obtain RMB100,000.00 respectively.

9. The first-prize winner has the priority to sign RMB400,000.00 contract with the tenderee. If the firstprize winner abandon the priority, the second-prize winner will obtain the priority and continue in turn. Copyright of all the prize winning proposals will belong to the tenderee.
