Pavement Construction of Yong’an – Wuping Expressway

This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. 673 online on Feb 28, 2006 and in dgMarket on Feb. 9, 2006.

The People’s Republic of China has applied for a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the FUJIAN HIGHWAY SECTOR INVESTMENT PROJECT, and it intends to apply part of the proceeds of this loan to payments under the following contracts. Fujian Provincial Expressway Construction Directorate intends to prequalify contractors and/or firms for the following Works to be procured. It is expected that invitations for bid will be made in June, 2008.

Applications may be made for prequalification for one or more of the above contracts.

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries, as defined in the guidelines.

Interested eligible applicants may obtain further information from and inspect the prequalification document at Fujian Provincial Expressway Construction Directorate / Longyan and Sanming Yongwu Expressway Construction Co., Ltd. / China National Technical Import & Export Corporation (see detailed addresses below), from 8:30-11:30, 15:00-17:30 (Beijing Time, except holidays) from April 3, 2008. A complete set of the prequalification document in Chinese or English may be purchased at Longyan Yongwu Expressway Construction Co., Ltd, by interested applicants on the submission of written application (for Chinese applicants, a copy of firm’s business license, qualification certificate, the liaison person’s communication address and a copy of their ID card shall be attached in the application, or shown on the purchasing of the prequalification documents) to the address below and upon payment of a nonrefundable fee of RMB1,200 or in USD150. The payment can be made in cash, cheque or remittance (the account details for the remittance are as follows). The document can also be sent by mail if required. Fujian Provincial Expressway Construction Directorate/ Longyan and Sanming Yongwu Expressway Construction Co. Ltd., / China National Technical Import & Export Corporation shall not be responsible if the documents are lost or delivery is delayed during mailing.

Applications for prequalification should be submitted in sealed envelopes, delivered to: Longyan Yongwu Expressway Construction Co., Ltd., By 16:00 (Beijing Time) no later than May 15, 2008, and be clearly marked “Application to Prequalify for FUJIAN HIGHWAY SECTOR INVESTMENT PROJECT, Pavement Construction of Yong’an – Wuping Expressway—( the ICB number)” and the names, zip codes and addresses of applicants.
