1. This Invitation for Bids follows the General Procurement Notice for this project that appeared
in the ADB Business Opportunities issued on 27 May 2008.
2. The People’s Republic of China has received a loan from the Asian Development Bank
(ADB) towards the cost of the Gansu Baiyin Urban Development Project and it intends
to apply part of the proceeds of this loan to eligible payments under the contract C03
under Southern Baiyin Infrastructure Project.
3. China International Tendering Company (hereinafter referred to as ITC), entrusted by
Southern Baiyin Industrial Zone Management Office (hereinafter referred to as the
Employer), now invites sealed bids from eligible bidders from member countries of
ADB for the contract.
4. International Competitive Bidding will be conducted in accordance with ADB’s Single-
Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source
countries.
5. Interested eligible bidders may obtain further information from China International
Tendering Corporation and inspect the Bidding Document at the address given below
during working days between 9:30 am and 11:30 am/1:00 pm and 4:00 pm.
6. To purchase the Bidding Document in English, eligible bidders should:
* submit a written application to the address below starting 12 May 2009;

* pay a nonrefundable fee of RMB4,000 or US$570.
* for an additional fee of RMB200 for local delivery or USD30 for overseas delivery, the
document will be sent by courier. No liability will be accepted for loss or late delivery.
7. Bids must be delivered:
* to the transaction room 515 of Southern Baiyin Industrial Zone Management Office,
Baiyin District, Gansu, P. R. China
* at or before 10:00 (Beijing Time), 22 June 2009.
All bids must be accompanied by a bid security of RMB2,000,000 or an equivalent
amount in a freely convertible currency. Late bids shall be rejected. Bids will be
opened in the presence of the bidders’ representatives who choose to attend at the
same address at 10:00 am (Beijing Time) on 22 June 2009.
8. ITC will not be responsible for any costs or expenses incurred by Bidders in connection
with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB’s Domestic Preference Scheme will not be applied in
accordance with the provisions stipulated in the Bidding Document.
