This Invitation for Bids follows the General Procurement Notice for this project that appeared in the www.adb.org on November 28, 2006.
The People’s Republic of China has applied for a loan from the Asian Development Bank towards the cost of Anhui Hefei Urban Environmental Project. Part of this loan will be used for payments under the contracts named above.
CNCCC International Tendering Co. Ltd., the authorized Procurement Agent of Hefei Construction Investment and Holding Co., Ltd, the Employer, now invites sealed bids from eligible bidders for the procurement of the following:
Bid No. 0704-0820-SWLHPOGD/01: Factory Mechanics, Electrical Appliances and Instruments for Wangtang Wastewater Treatment Plant.
Main Equipment to be procured is listed below:
High Chain Type Screen, Rotary Type Solid-Liquid Separating Machine, Spiral-Flow Sand Removal Tank, Submersible Agitator, Submersible Thruster, Vertical Surface Aeration Machine, Single-Pipe Sludge Suction Machine, UV Disinfection System, Integrator Of Sludge Thickening And Dewatering, Pumps, Vertical Turbine Mixer, Mechanical Stirrer, Biologic Deodorization Instruments, Chemical-Adding Instruments, Electrical Switch Cabinet.

International Competitive Bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding procedure and is open to all bidders from eligible source countries.

The Bidding Document, in the English language may be purchased by interested bidders on submission of a written application and upon payment of a non-refundable fee of RMB 2,500 or USD300 in cash or cashier’s check. The documents will be sent by airmail. For an additional fee of RMB200 (domestic) or USD50 (overseas), the documents may be sent by courier services. No liability will be accepted for loss or late delivery.
Bids must be delivered to the address below at or before 9:00 am on May 16, 2008. All bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the bidders’ representatives who choose to attend at the address given below.

Neither the Employer nor the Procurement Agent will be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of bids.
In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
