1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 677 of April 30, 2006.
2. The Ministry of Finance of the People’s Republic of China has received a loan/credit and grant from the International Bank for Reconstruction and Development/International Development Association toward the cost of Heilongjiang Dairy Project, and it intends to apply part of the proceeds of this loan/credit and grant to payments under both the Contract for vehicles purchase and the Contract for Information System Building Equipment purchase.
3. The World Bank Project Management Office, Heilongjiang Provincial Development & Reform Commission / Guoxin Tendering Corporation
Ltd. now invite sealed bids from eligible and qualified bidders for the supply of goods as follows:
• Vehicles (Bid No.: 0723-081008100001)
Package 1: 0723-081008100001/1 Cross-Road, 8 sets
Package 2: 0723-081008100001/2 Pick-up truck, 9 sets
Package 3: 0723-081008100001/3 Motorcycle, 23 sets
Package 4: 0723-081008100001/4 Tractor, 9 sets

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from 6 March, 2008 in Guoxin Tendering Corporation Ltd., Attn: Mr. Wang
Rui (wr@sina.com) and inspect the qualifications requirements etc. in the bidding Documents at the address given below from 10:00 am to 4:30 pm (weekends and public holidays excepted).
6. Bidding Documents both in English and Chinese may be purchased by interested bidder on the submission of a written Application to the address below and upon payment of a non-refundable fee:
• RMB1,000 or in US dollar 140 per package for Vehicles Project
• RMB2,000 or in US dollar 270 per set for Information System Building Equipment Project.
The payment will be in cash or by remittance. For express mail order, please add extra RMB520 or USD65 as EMS fee and remit total amount to the following address of Guoxin Tendering Corporation Ltd., and fax the copy of remittance, stating bid number, project name, bidder’s detailed address, contact person, telephone number, fax number and zip code as well as package number the bidding documents requested. We will promptly dispatch the bidding documents requested by EMS to the relevant companies who ask for mail order after receiving their fax.
7. Bids must be delivered to the 9th Floor, Guoxing Tower, 22 Shouti South Road, Haidian District, Beijing at or before 11:00 a.m. on 22 April, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on 22 April, 2008 at 11:00 a.m. (Beijing time). All bids must be accompanied by a Bid Security no less than 2% of total bid price.
8. This invitation for Bids shall be advertised in UN Development Business online (www. devbusiness. com), in the Development Gateway’s dgMarket (www. dgmarket. com) and in China Daily.
