1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. 677, of April 30, 2006.
2. The Ministry of Finance of the People’s Republic of China has received a loan/credit from the International Bank for Reconstruction and Development/International Development Association toward the cost of Heilongjiang Dairy Project, and it intends to apply part of the proceeds of this loan/credit to payments under the Contract for Integrative analyzer for milk composition and somatic cells, universal pincer like milk meter and Milking equipment and ration mixer purchase.
3. The Heilongjiang Provincial Development & Reform Commission World Bank Project Management Office / Guoxin Tendering Corporation Ltd. now invite sealed bids from eligible and qualified bidders for the supply of the above goods as specified.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from February 5, 2008 in Guoxin Tendering Corporation Ltd., Attn: Mr.
Wang Rui (wr@sina.com) and inspect the Bidding Documents at the address given below from 10:00 am to 16:30 pm (Beijing time).
6. Qualification requirements include:
1) Bidder shall have sound financial capability by providing audited financial reports for the last three years and providing bank certificate.
2) Bidder should confirm that it has not engaged in any illegal business in the past five years and bidder should provide the information on any litigation, current or during the last five years, in which the bidder was /is involved, the parties concerned, and the dispute amounts; and awards.
3) Bidder shall have successful sell records of at least one similar contract for the last three years. The copies of the contracts and contact methods of the past clients should be submitted in the bid.
4) The requirements of service center in Heilongjiang province and others, please reference to article 9 in this invitation.
7. A complete set of Bidding Documents in English and Chinese may be purchased by interested bidder on the submission of a written Application to the address below and upon payment of a non-refundable fee in RMB2,000 or in US dollar 270 per document. The method of payment will be in cash or by remittance. For express mail order, please add another RMB520 or USD70 as EMS fee and remit total amount to the following address of GUOXIN TENDERING CORPORATION LTD., and fax the copy of remittance, stating bid number, project name, bidder’s detailed address, contact person, telephone number, fax number and zip code. We will promptly dispatch the bidding documents by EMS to the relevant companies who ask for mail order after receiving their fax.
8. Bids must be delivered to Guoxin Tendering Corporation Ltd. in 10th Floor, Guoxing Tower, 22 Shouti South Road, Haidian District, Beijing on or before March 18, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on March 18, 2008 at 10:00 a.m. (Beijing time). All bids must be accompanied by a Bid Security equivalent to 2% of bid price in a freely convertible currency.
9. This invitation for Bids shall be advertised both in UN Development Business online (www. devbusiness. com), in the Development Gateway’s dgMarket (www. dgmarket. com) and in China Daily.
