1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of the Heilongjiang Province Flood Management System Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Equipment of this Subproject.
2. CMC International Tendering Corp. (CITC), authorized by Heilongjiang Provincial Development and Reform Commission World Bank Project Management Office (PMO, The Employer) as the Procurement Agent, now invites sealed bids from eligible bidders for the supply of the following goods for the Project:
Lot 1: Engineering Inspection Vehicle
Lot 2: Flood Protection Equipment (Exchanger, Router)
Lot 3: Flood Protection Equipment (Computers)
Lot 4: Flood Dispatching System
Lot 5: Computer Network Equipment
Lot 6: Engineering Vehicles for Production
Lot 7: Common Hydrometry Equipment
Lot 8: Flood Predication and Communication System (Xiquanyan Reservoir)
Lot 9: Mobile Hydrometry Equipment
Lot 10: Cableway Test Equipment
Lot 11: Flood Predication and Communication System (Yinhe Reservoir)
3. A bidder can bid for each single lot or a combination of all the items.
4. International shopping will be conducted in accordance with ADB’s International Shopping Procedure and is open to all Bidders from eligible source countries. Interested eligible bidders may obtain further information and purchase the Bidding Document, in the English language, between 8:30 and 11:00 am/1:30 and 4:00 pm from February 15, 2008 (except Saturdays, Sundays and public holidays) on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB1000 or US$120 for each lot.
5. Bids must be delivered to the address below at or before 10:00 am on March 15, 2008. A Bid Security of 2% of the Bid price must accompany all Bids. Late bids shall be rejected. Bids will be opened immediately after deadline of submission of bids in the presence of the Bidders’ representatives who choose to attend at the address below.
