Title: Procurement of Goods for Qingfeng Urban Water Supply
This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities”, issue No. Loan 2207-PRC of 6 Jan 2006. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Henan Wastewater Management and Water Supply Sector Project and it intends to apply part of the proceeds of this loan to payments under the contract for Qingfeng Urban Water Supply.
The CITIC International Tendering Co., Ltd., the Procurement Agent authorized by Qingfeng Water Supply Co., Ltd., invites sealed bids from eligible bidders for: 1. Package No. 1 (0733- 082012503/09/01): Pipe Fittings; 2. Package No. 2 (0733- 082012503/09/02): Valves; The Delivery period: 1. Goods from inside of China: within 3 months after the effectiveness of the contract, 2. Goods from outside of China: within 5 months after the effectiveness of the contract. (Details and specifications are provided in the Bidding Document).
The procurement will be conducted with ADB’s International Shopping (IS) Procedure.
Interested eligible bidders may obtain further information from CITIC International Tendering Co., Ltd. and inspect the Bidding Documents at the office address given below, from 9:00 am to 4:00 pm (Beijing time, working days). 2/F, No. 17th Unit, Su Yuan, Beijing Friendship Hotel, No. 1 South Zhongguancun Street, Haidian District, Beijing 100873, China.

The Bidding Document in the English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee RMB2,000 (USD293) for Package No. 1 and RMB1,500 (USD219) for Package No. 2. An extra fee of RMB200 or USD29 is required for the courier delivery. The method of payment will be in cash or cashier’s check or direct deposit. The document will be sent by airmail for overseas delivery and surface mail or courier services for domestic delivery. No liability will be accepted for loss or late delivery.
Bids must be delivered to the address below at or before 10:00 a.m. on 15 Sep 2008. All Bids must be accompanied by a Bid Security of not less than two percent (2%) of the Total Bid Price. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 10:00 a.m. on 15 Sep 2008.
The Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
In the comparison of Bids, ADB’s Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Instructions to Bidders.
