IFB Bid for Kunming Water Environmental Improvement Project

1. The People’s Republic of China has received an ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC), in the amount of JPY 12,700,000,000 Japanese Yen towards the cost of Yunnan Kunming Water Environmental Improvement Project (I) dated June 23, 2006, and intends to apply the proceeds of the loan to payments under the contracts for procurement of Civil work indicated hereinunder. Disbursement of ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ‘Guidelines for Procurement under JBIC ODA Loans’.
2. JBIC requires that bidders and contractors, as well as the borrower, under contracts funded with JBIC ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts. In pursuance of this policy, JBIC:
(a) will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question;
(b) will recognize a contractor as ineligible, for a period determined by JBIC, to be awarded a contract funded with JBIC ODA Loans if it at any times determines that the contractor has engaged in corrupt or fraudulent practices in competing for, or in executing, another contract funded with JBIC ODA Loans or other Japanese ODA.
3. CMC International Tendering Co. (hereinafter referred to as CITC), authorized by Kunming Municipal Construction and Management Bureau for North Bank Water Environment Treatment Project of Dianchi Lake. (hereinafter referred to as “the Employer”), now invites sealed bids for the construction and completion of the following works.

5. A complete set of bidding documents may be purchased at the Procurement Agency’s office by interested eligible bidders, and upon non-refundable payment of RMB 7,000 between 9:00 am to 4:00 pm from May 22, 2008 to June 23, 2008 (Beijing Time, for package 12), and from May 26, 2008 to June 25, 2008 (Beijing Time, for package 14).
6. Package 12 must be accompanied by a security no less than 1.5% of the bid price in Japanese Yen and must be delivered to the Procurement Agency’s office at or before 10:30 am (Beijing Time) on June 24, 2008. Bids will be opened at 10:30 am (Beijing Time) on June 24, 2008 in the presence of bidders’ representatives who should attend.
7. Package 14 must be accompanied by a security no less than 1.5% of the bid price in Japanese Yen and must be delivered to the Procurement Agency’s office at or before 10:30 am (Beijing Time) on June 26, 2008. Bids will be opened at 10:30 am (Beijing Time) on June 26, 2008 in the presence of bidders’ representatives who should attend.
