1. The Ministry of Finance of the People’s Republic of China has received ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC), in the amount of JPY12,700,000,000 toward the cost of Project of which the Loan Agreement was signed on June 23, 2006, and intends to apply the proceeds of the loan to payments under the contract for goods (detailed list as follows). Disbursement of an ODA Loans by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”.
2. CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment listed below. According to the Loan Agreement, the eligible source countries are all countries and areas.
3. A complete set of bidding documents may be purchased by any interested eligible bidder at the address listed below upon nonrefundable payment of RMB7,000 between 9:00 and 11:00 a.m./ 2:00 and 4:00 p.m. (Beijing Time) from April 28 to May 18, 2008 (except Saturdays & Sundays).

4. All bids must be accompanied by a bid security of not less than three per cent (3%) of Total Bid Price, and must be delivered to Kunming Construction Project Trading Center (F8, Jianye Business Center, No 47, East of Dongfeng Road, Kunming) by hand in accordance with the Instructions to Bidders at or before 10:30 a.m. on May 19, 2008 (Beijing Time), and will be publicly opened at 10:30 a.m. on the same date.
5. CMC International Tendering Co. will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
