1. The Ministry of Finance of the People’s Republic of China has received an ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC), in the amount of JPY12,998,000,000 toward the cost of Project of which the Loan Agreement was signed on March 30, 2007, and intends to apply the proceeds of the loan to payments under the contract for goods (detailed list as follows). Disbursement of an ODA Loans by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”.

2. CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment listed below. According to the Loan Agreement, the eligible source countries are all countries and areas.

3. A complete set of bidding documents may be purchased by any interested eligible bidder at the address of CMC International Tendering Co. (Room 505, Genertec Plaza, No. 90, Xisanhuan Zhonglu, Fengtai District, Beijing 100055, China) upon nonrefundable payment of RMB7,000 for each package between 9:00 a.m. and 11:00 a.m. / 2:00 p.m. and 4:00 p.m. (Beijing Time) from November 25 to December 15, 2008 (except Saturday & Sunday).

4. All bids must be accompanied by a bid security of not less than three per cent (3%) of Total Bid Price, and must be delivered to Genertec Plaza, No. 90, Xisanhuan Zhonglu, Fengtai District, Beijing, China by hand in accordance with the Instructions to Bidders at or before 10:30 a.m. on December 15, 2008 (Beijing Time), and will be publicly opened at

10:30 a.m. on the same date.

5. CMC International Tendering Co. will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
