1. The invitation for bids follows the general procurement notice for this project that appeared in the UN Development Business Online on May 3, 2008.

2. The People’s Republic of China has received a GEF grant from the International Bank for Reconstruction and Development toward the cost of the Second Beijing Environment Project—Heating Energy Conservation Component and it intends to apply part of this grant to payments under the Contract HEC-G3.1 for the supply of:

Pilot Project of Energy Conservation Reconstruction for the Reduction of Beijing Heating Energy Consumption.

The equipment and service to be purchased through the bidding shall be used for promoting the development of energy conservation plan in Beijing, and the supply scope shall include the following contents:

- Fume condensation & heat transfer (heat recovery) device of boiler house

- Climate Compensation System

- Frequency Convertor of Circulation Pump

- Valve

- Instruments and Meters

- Service needed

3. On behalf of Beijing Heating Energy Conservation Center, the Purchaser, Beijing World Trade Corporation now invites sealed bids from eligible bidders for goods above.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995, Revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines.

5. Interested eligible bidders may obtain further information from The Beijing World Trade Corporation and inspect the bidding documents at the Agent’s address given below on office time (9:00 to 11:00 a.m., and 1:30 to 4:00 p.m.) from May 4, 2008 (except Saturdays, Sundays and holidays).

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee RMB500 or USD60. The method of payment may be in cash or check. Another RMB200 or USD25 shall be added if the documents are sent by express mail.

7. Bids must be delivered to Beijing World Trade Corporation (address below) at or before 10:00 am (Beijing Time) on June 19, 2008. All bids must be accompanied by a bid security of minimum two percent (2%) of bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened at same time in the presence of the bidders’ representatives who choose to attend the meeting.
