IFB Bid for Second Guangdong Pearl River Delta Urban Environment Project
1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issued on June 29, 2007.
2. The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of Second Guangdong Pearl River Delta Urban Environment Project, and it intends to apply part of the proceeds of this loan to payments under the contract for JMSC/G1.1.
3. China CNTC International Tendering Corp., as the procurement agent of the Employer—Jiangmen Biyuan Wastewater Treatment Co., Ltd., now invites sealed bids from eligible bidders for Procurement of Supply & Installation of Plant & Equipment of Jiangmen Wen Chang Sha Wastewater Treatment Plant Project Phase II (ICB). The treatment plant applies the improved A2/O process and its capacity will be extended from existing 50,000 ton per day to 200,000 ton per day under this contract. The bidding includes supply, installation and related service for technology equipment, electrical equipment, automatic control instrumentation and technology pipeline etc.
4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits issued on May 2004 (revised Aug. 2006), and is open to all bidders from eligible source countries as defined in the guidelines.
5. Interested eligible bidders may obtain further information from China CNTC International Tendering Corp. and inspect the bidding documents at the address given below between 9 am and 11:30 am / 2 pm and 4:30 pm from Nov. 26, 2008 (Beijing Time, except Saturdays, Sundays and public holidays).
6. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to China CNTC International Tendering Corp. and upon payment of a nonrefundable fee of RMB2,000. The deposit for drawings is RMB20,000, and the deposit will be withdrawn after the drawings are withdrawn. The deposit for drawings can’t be withdrawn if any damage or loss is for the drawings. China CNTC International Tendering Corp. will promptly dispatch the documents upon receiving the payment through courier service, but under no circumstances will it hold the responsibility for late delivery or loss of the documents so mailed. For delivery through courier, an additional RMB250 will be required.
7. Bids must be delivered to the Meeting Room, 5/F, No. 19, Beijiaochang Road, Guangzhou, China at or before 10 am Jan. 7, 2009 (Beijing Time). All bids must be accompanied by a bid security of not less than two percent (2%) of the bid price. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the Meeting Room, 5/F, No. 19, Beijiaochang Road, Guangzhou, China at 10 am Jan. 7, 2009 (Beijing Time).
