INVITATION FOR BIDS

The People’s Republic of China

Second Liaoning Medium Cities Infrastructure Project

(LOAN No. 4864-CHA)

YWS/21.1, Water Treatment Plant (Equipment Supply and Installation)

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business of December, 2006.

2. The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of the Second Liaoning Medium Cities Infrastructure Project and it intends to apply part of the proceeds of this loan to payments under the contract for Yingkou Shimen Reservoir Water Supply Project- YWS/21.1, Water Treatment Plant (Equipment Supply and Installation).

3. China International Tendering Company and Liaoning Tianxingjian Tendering Company, the Procurement

Agent, on behalf of Yingkou Water Affairs Company, the Employer, now invites sealed bids from eligible bidders for: YWS/21.1, Water Treatment Plant (Equipment Supply and Installation), including the supply and installation of equipment of mechanical, electric, instruments and auto-control system of the water plant.

4. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Document: Supply and Installation of Plant and Equipment (revised in June 2007).

5. Interested eligible bidders may obtain further information from China International Tendering Company at Room 506A and inspect the bidding documents from 9:00 a.m. to 11:00 am and 2:00 pm to 4:00 pm (Beijing Time) starting from August 18, 2008 (excluding Saturdays, Sundays and official holidays in China).

6. A complete set of bidding documents in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB3,000 or USD440.

7. Bids must be delivered at or before 10: 00 am (Beijing Time) on September 29, 2008. All bids must be accompanied by a bid security of minimum two percent (2%) of the bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened immediately thereafter at 4th floor Meeting Room, Jinhuayuan Hotel (No. 5 Beiqima Street, Heping District, Shenyang, Liaoning province) in the presence of the bidders’ representatives who choose to attend the bid opening.
