IFB Bid for Shanghai Urban Environment Project

The Government of the People’s Republic of China has received a loan from the International Bank for Reconstruction and Development towards the cost of Rehabilitation of Western Trunk Sewer, Shanghai Urban Environment Project, APL2, and it intends to apply part of the proceeds of this loan to payments under the Contract WT10.3 — INSTRUMENT CONTROL EQUIPMENT OF THE PUMP STATION AND SCADA SYSTEM. The contract includes:
1. Set up SCADA system Monitoring Center in pump stations of Western Trunk Sewer, SCADA System’s software configuration, programming, installation, commissioning;

2. Set up control systems for the main pump stations and branch pump stations;

3. Establish communication with sub-centers, including data interfaces and collecting information from pump stations in the charge of those sub-centers;

4. Establish network connection and information transmission with main center;

5. Set up remote access platform, database and Web server, etc.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.

A complete set of bidding documents in English may be purchased by interested bidders between 9:00 and 11:00 am/1:00 and 4:00 pm (Beijing time) from September 9, 2008 (except Saturday, Sunday and holidays), upon payment of a non-refundable fee of RMB1,000 or USD120. If being so requested at the time of application, the bidding document will be sent by express mail with an additional fee of RMB200.00 for within China, or RMB800.00 for outside of China.

Bids must be delivered to the meeting room on the 2nd Floor, No. 683, Xiaomuqiao Road, Shanghai, P. R. China at or before 10:00 am on October 24, 2008. All bids must be accompanied by a bid security of not less than 2% of the bid price in RMB or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend the bid-opening meeting at the meeting room on the 2nd Floor, No. 683, Xiaomuqiao Road, Shanghai, P. R. China at 10:00 am. on October 24, 2008.
