1. The Government of the People’s Republic of China (hereinafter referred to as the Borrower) has received an ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as JBIC) towards the cost of the SHANXI LOESS PLATEAU AFFORESTATION PROJECT (hereinafter referred to as “the Project”) on March 30, 2001, and intends to apply a portion of the proceeds of the loan to payments under the contract for Project Working Vehicles (the “Goods”). Disbursement of an ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”. No party other than the Borrower shall derive any rights from the Loan Agreement or have any claim to loan proceeds. The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, the Shanxi Provincial People’s Government (hereinafter referred to as the Owner) will take appropriate measures for finance.
2. JBIC requires that bidders and contractors, as well as the Owner, under contracts funded with JBIC ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts.
3. Minmetals International Tendering Co., Ltd (the authorized procurement agent, hereinafter referred to as MITC) now invites sealed bids from eligible bidders from eligible countries (The People’s Republic of China and Japan) for the supply of the Goods for the purpose of the Project.
4. Interested eligible bidders may obtain further information on the bid form and inspect the bidding documents at the office of MITC at the address: D210, No. 5, Sanlihe Road, Haidian District, Beijing, China, Tel: (010) 88821705, Fax: (010) 88821703 during 9:30 am – 11:30 am / 1:30 pm – 4:30 pm (Beijing Time) from Oct 31st, 2008 to Dec 1st, 2008.

5. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and upon payment of a nonrefundable fee of USD500 or RMB3500. For Mail order, an extra USD50 or RMB350 express mail postage shall be added, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.
6. All bids must be accompanied by a bid security of not less than two percent (2%) of total bid price and must be delivered in accordance with the Instructions to Bidders at or before 10:00 am on Dec 2nd, 2008, and will be publicly opened immediately thereafter.
