1. The Ministry of Finance of the People’s Republic of China has received ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as JBIC), in the amount of JPY6,300,000,000 toward the cost of Sichuan Water Environment Improvement Project whose Loan Agreement was signed on March 30, 2007, and intends to apply the proceeds of the loan to payments under the contract for Goods (detailed list as follows). Disbursement of an ODA Loans by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”.

2. CMC International Tendering Company is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply and installation of the Goods for the purpose of the Project. According to the Loan Agreement, the eligible source countries are all countries and areas.

3. A complete set of Bidding Documents may be purchased by any interested eligible bidder at the office of CMC International Tendering Company (Room 505) upon nonrefundable payment of RMB7000.- for each package between 9:00 a.m. and 11:00 a.m, or 2:00 p.m. and 4:00 p.m. (Beijing Time) from September 28, 2008 to November 4, 2008 (except public holidays).

4. All bids for goods must be accompanied by a Bid Security (not less than three percent (3%) of Total Bid Price), and must be delivered in accordance with the Instructions to Bidders before 10:00 a.m. (Beijing Time) on November 5, 2008. All bids will be publicly opened at 10:00 a.m. (Beijing Time) on the same date.

5. CMC International Tendering Company will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
