1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities” on October 21, 2005

2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Southern Sichuan Roads Development Project, Xichang-Panzhihua Expressway, and it intends to apply part of the proceeds of this loan to payments under the contract for Maintenance Equipment.

3. The China International Tendering Company (hereinafter referred to as “ITC”), authorized by Sichuan Panxi Expressway Co., Ltd. (hereinafter referred to as “the Employer”), now invites sealed Bids from eligible Bidders for:

4. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries.

5. Interested eligible Bidders may obtain further information from Sichuan Panxi Expressway Co. Limited (Employer) and inspect the Bidding Document at the address given below, between 8:30-11:00 and 15:00-17:00 (Beijing time) starting on April 14, 2008.

6. A complete set of Bidding Document in the English language, may be purchased by interested Bidders on the submission of a written application at the offi ce of Sichuan Panxi Expressway Co. Limited (Employer) at the address below and upon payment of a nonrefundable fee RMB2000 or US$250. The method of payment will be cash, check or directly deposit to our account. If mail service is required, the Employer will promptly dispatch the documents by registered airmail. No liability will be accepted for loss or late delivery. The domestic Bidders must submit the copy of business license, identification card, and introduction letter when buy the bidding document.

7. Bids must be delivered to the address below at or before 10:30 am (Beijing time) on May 27, 2008. All Bids must be accompanied by a Bid Security of not less than two percent (2%) of the bid price or an equivalent amount in a freely convertible currency for one contract. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 10:30 am (Beijing time) on May 27, 2008.

8. The Sichuan Panxi Expressway Co., Ltd will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
