IFB BID for Wastewater Treatment Plant Facility Project in Baoding

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in ADB Business Opportunities in February, 2003.
2. The People’s Republic of China has received a loan from the Asian Development Bank towards the cost of Baoding Drainage Corporation’s Completing Wastewater Treatment Plant Facility Project with Applying Residual Loan of ADB. Part of this loan will be used for payments under the contract named above.
3. CNCCC International Tendering Co., Ltd., the Procurement Agent authorized by Baoding Municipal General Drainage Company, the Purchaser, now invites sealed bids from eligible bidders for the procurement of the following:
Bid No. 0704-08200ICBBDM4: Supply & Installation of Wastewater and Sludge Treatment
Bid No. 0704-08200ICBBDM5: Supply & Installation of Electrical, Auto-Control and Instrument Equipment

4. International Competitive Bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding procedure and is open to all bidders from eligible source countries.
5. Interested eligible bidders may obtain further information and inspect the bidding documents at the address of the Procurement Agent.
6. The Bidding Documents in English language may be purchased by interested bidders on submission of a written application and upon payment of a non-refundable fee of RMB 2,500 or USD350. For an additional fee of RMB200 (domestic) or USD50 (overseas), the documents may be sent by courier services. No liability will be accepted for loss or late delivery.
7. Bids must be delivered to the address below at or before 10:00 am (Beijing time) on October 23, 2008. All bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the bidders’ representatives who choose to attend at the address given below.

8. The Purchaser or the Procurement Agent will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of bids.
