1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business; issue No.596 of December 6, 2002. Latest updated in dgMarket on October 21, 2006.

2. The People’s Republic of China has received loan from the International Bank for Reconstruction and Development toward the cost of Wuhan Urban Transport Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Traffic Administration Integrated Information System.

3. The China International Tendering Company, authorized by Wuhan Urban Construction Utilization of Foreign Investment Project Management Office, now invites sealed bids from eligible and qualified bidders for the Contract below: (Bid No (IFB No.). 0701-071020130100)

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information at China International Tendering Company and inspect the bidding documents between 9:30 and 11:30/13:30 and 16:30 from April 12, 2008 (except Sundays and holidays).

6. Qualifications requirements include in section III of Bidding Documents. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the Procurement Agent’s address and upon payment of a non refundable fee of RMB 1,500 or in USD200.-. In case of any discrepancy between the Chinese version and the English version of the bidding documents, the English version shall prevail. The method of payment will be in cash or check.

8. Bids must be delivered to the address below at or before 10:00 a.m. (Beijing Time), on May 28, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00 a.m. (Beijing Time), on May 28, 2008. All bids must be accompanied by a Bid Security of no less than RMB 200,000 or an equivalent amount in a freely convertible currency.
