1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Zhengzhou-Xi’an Railway Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
2. China National Instruments Import & Export (Group) Corporation, the Procurement Agent, authorized by the Ministry of Railways, the Purchaser, now invites sealed bids from eligible bidders for supply and delivery of the following goods:

Bidders are free to bid for one lot or any combination of lots.
3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One- Envelope bidding procedure and is open to all bidders from eligible source countries.
4. Interested eligible bidders may obtain further information and inspect the Bidding Document at the address given below commencing October 23, 2008 from 9:00 a.m. to 4:30 p.m. during working days.

5. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a nonrefundable fee of RMB2,100 or USD300 exclusive of VAT. The method of payment will be in cash or cashier’s check. The Bidding Document will be sent by airmail. The document may also be sent by courier for an additional fee of RMB100 for domestic delivery or USD50 for overseas delivery. No liability will be accepted for loss or late delivery.
6. Bids must be delivered to the address below at or before 10:00 a.m. (Beijing Time) on or before December 4, 2008. All Bids must be accompanied by a Bid Security of not less than two percent (2%) of the Total Bid Price. Late bids will be rejected. Bids will be opened immediately in the presence of the bidders’ representatives who choose to attend at the following address:

7. The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
8. In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions of the Bidding Document.
