Invitation for Bids
1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued on October 6, 2006.
2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Henan Wastewater Management and Water Supply Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Supply for Zongcun Wastewater Treatment Plant.
3. China National Machinery Import & Export Corporation (hereinafter referred to as CMC), entrusted by Anyang Municipal Construction Investment Co., Ltd. (hereinafter referred to as the Purchaser), now invites sealed bids from eligible bidders for the supply of Equipment for Zongcun Wastewater Treatment Plant under contract.
International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
4. Interested eligible bidders may obtain further information from CMC and inspect the Bidding Document at the address given below between 9:30 and 11:30am / 1:00 and 4:00 pm during working days.
5. To purchase the Bidding Document in English, eligible bidders should:

* pay a nonrefundable fee of RMB2,000 in cash.
7. Bids must be delivered to the meeting room No. 2801 of West Wing, Sichuan Mansion, 1 Fuwaidajie Street, Xicheng District, Beijing at or before 10:00 am (Beijing Time) on July 10, 2008.
All bids must be accompanied by a bid security of RMB 1,000,000 or an equivalent amount in a freely convertible currency. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the same address at 10:00 am (Beijing Time) on July 10, 2008.
8. CMC and Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
