<p>On Friday, the health officials said that the program will begin on Nov 16.</p>
<p>The program means the capital is the first city in China who is going to inoculate all of its registered permanent residents, some 12 million people.<span id="more-2488"></span></p>
<p>The 12 million vaccinations is about one fifth of total inoculations nationally in China by the end of this year.</p>
<p>Till Nov 6, 2009, Beijing had inoculated 440,000 residents. Most of them were students and people who worked in important service departments. But interest in vaccination has varied.</p>
<p>A medical worker surnamed Liu who worked for Beijing Beanstalk International Bilingual School said that there were less than 20 percent of students who had signed up for the inoculation. The school has, include both elementary and secondary school, more than 300 students from 20 countries worldwide.</p>
<p>She added many of the parents of international students do not trust the quality of the Chinese made vaccines.</p>
<p>The vaccine has been tried and tested and had proven effective with little and harmless side effect, said Zhao Tao, director of the emergency response office under the Beijing Health Bureau. So far, the H1N1 vaccination program nationwide has arrived over 5 million.</p>
<p>However, Zhao emphasized all the choices will be respected. </p>
<p>Some 402 clinics will be opened across the city from Nov 16 to Dec 13, during the whole extended vaccination program. People will be able to get their free shots any available day before the end of the program.</p>
<p>Till now, the injections could only be used to people younger than 60.</p>
<p>Zhan said non-Beijiners living temporarily in the city who worked in important public service departments in the city could also be able to get their free shots.</p>
<p>Besides 12 million official residents, there are around 5 million people in Beijing who do not have a hukou. For them, the chance to have inoculation is slim. The pandemic has caused some 52,000 people in sickness, killed 16, in mainland China.</p>
<p>The way of recording H1N1 deaths will change, the ministry announced on Nov 6, 2009.</p>
<p>Under the new rules, people who appear to be cured of H1N1 but who die of preexisting conditions and of mixed flu virus infections, including the H1N1 strain, will be counted as H1N1 deaths.</p>

<p>Fend Zijina, director of the emergency response department at the Chinese Centers of Disease Prevention and Control, said that it is in line with international practice and is more accurate in reflecting the pandemic situation here in China. </p>

<p>In the e-mail replying to China Daily on April 1<sup>st</sup>, this US auto parts supplier said its portfolio transformation, asset sale and purchase agreement have already been made.</p>
<p>BeijingWest Industries is owned by a state-owned company Shougang Group, Bao’an Investment and Development Co Ltd and Beijing municipal government, all of<span id="more-2193"></span> which hold 51%, 24% and 25% respectively.</p>
<p>The last thing to do of this sale is waiting for court approval and other details. Delphi expects that the sale can be finished at the end of this year.</p>
<p>However, no further details are exposed by both groups.</p>
<p>US local newspaper Detroit Free Press reported that the amount of this sale will be $100 million in cash, which is badly needed for Delphi to maintain its core business.</p>
<p>“This is a prompt deal at this special time,” said by Rodney O’Neal, Delphi’s CEO and president.</p>
<p>In accordance with the agreement, BeijingWest Industries will take over its machinery and equipment, intellectual property and certain customer and supplier contracts.</p>
<p>Delphi, the former parts subsidiary of GM, said that they will successfully finish this transition of the business, in coordination with its customers, employees, unions and other stakeholders.</p>
<p>Chinese auto analysts express that it’s a wise idea for Chinese investors to acquire international automobile parts assets and brands instead of vehicle producers for the former is of low risk. </p>

<p>Statistics of the Shanghai Municipal Statistics Bureau shows that last year, workers in Shanghai averagely<span id="more-2179"></span> earned 3,292 yuan a month, which is 400 yuan more or 13.8 percent increase than that in 2007. </p>
<p>Beijing’s statistics bureau also showed us a picture of different salary standards in different careers. Beijing’s statistics bureau has 138,000 units, including State-owned, private, foreign-funded and joint venture companies. Among which, stockbrokers earned most salary last year. Some top executives earned more than 1 million yuan last year. </p>
<p>People in financing, banking, maritime transport, air transport, insurance, tobacco, radio, TV, film and audio industries, made 100,000 yuan on average last year. </p>
<p>People in Telecommunications, computer service, and software industries earned 80,000 to 100,000 yuan on average last year. They are just below those financial workers. </p>
<p>However, the industries of clothing, footwear and headgear were the poorest industries for their workers earned less than 20,000 yuan on an average. </p>
<p>As salaries vary in different industries, they also diverse greatly in the same industry. The most dramatic difference can be show in the securities industry, whose annual incomes varies from less than 50,000 yuan to more than 1 million yuan. </p>
<p>Different opinions have been aroused by this data. Lin Nan, an employee of a Beijing-based exhibition firm said, “I first thought it was impossible that people’s salaries could vary so drastically. I did not get any raise in my salary last year.” </p>
<p>And he believed that this survey dose not show the real status because the interviewed people are only a small group of filthy rich employees showing a jump in everyone’s salary. </p>
<p>A secretary general of Shanghai Human Resources Consulting Association claimed that it is the Shanghai’s introduction of more international financial professionals last year that helped raise the level of salaries. </p>
<p>As he said, shanghai has been trying to attracting more top talents from around the world to develop more high-end sectors like consulting, financial and technology research. The effort made on optimizing the city’s industry structure is also a factor on increasing salaries.</p>

<p>Lu Lin, director of the bureau’s college graduate employment department, said job seeker can register at related departments in Beijing’s 18 districts and countries and then these departments will match<span id="more-2095"></span> them with employers. </p>
<p>This year witness at least 210,000 local college graduates entering the job market, with more than 90,000 holding the Beijing Hukou. Figures from the Beijing Municipal Education Commission show the number of this year’s local graduates is 14,000 more than last year. </p>
<p>If there’s not enough suitable position for graduates, they are recommended to other districts or countries, the official said. </p>
<p>More measures are also stepped up by related government departments to encourage enterprise to recruit more college graduates. These measures include career counseling and training, and additional support to those with physical disabilities or those majoring in subjects less popular with employers. </p>
<p>In the next month, 80,000 job vacancies for graduates through 150 career fairs will be offered, said the bureau. Beijing will also hire college graduates as community assistant to encourage them to work at the grassroot level. </p>

<p>President Hu Jintao and Premier Wen Jiabao addressed at the annual conference that policymakers plan to boost domestic demand and carry out economic restructuring to maintain a sound economic growth amid the deepening global financial crisis.</p>
<p>Under the worsening global economic situation, the World Bank was forced to cut its growth forecast for the world economy from 1 percent to 0.9 percent next year. And the global trade volume would decrease by 2.1 percent, it said.</p>
<p>To tackle the crisis, the government<span id="more-1563"></span> has put creation of jobs and improving people’s livelihood on top of its agenda, the CEWC said. A China Central Television (CCTV) report said the government would increase its spending on rural development, education, services, healthcare, social security, job creation, environmental protection and technological innovation.</p>
<p>To boost domestic demand and minimize the impact of the crisis, last month the government announced a $586-billion stimulus package on November 9th and cut down the interest rate by 1.08 percentage points, the highest in 11 years.</p>
<p>While maintaining its proactive fiscal policy and moderately relaxed monetary policy, the country will implement a “flexible and careful” macroeconomic regulation to ensure that the economy achieves positive progress next year, the conference said.</p>
<p>The country will aim for a “stable and healthy” development of the capital and real estate markets after its major stock indices have fallen by more than two-thirds since late last year and property sales dropped dramatically in some cities, it said.</p>
<p>The top leadership expressed confidence in bolstering economic growth, saying the country has been able to minimize the impact of the global financial crisis.</p>
<p>“The only thing we have to fear is fear itself,” Premier Wen told the CEWC, quoting former US president Franklin D. Roosevelt’s words during the Great Depression, according to sources. “China has the ability to overcome difficulties,” Wen said.</p>
<p>Analysts widely expect the government to set an 8 percent GDP growth target for next year.</p>
<p>This is somewhere between the World Bank’s prediction of 7.5 percent and the country’s top think tank, Chinese Academy of Social Sciences’ forecast of 9.3 percent.</p>
<p>Despite the World Bank forecast of 7.5 percent GDP growth for China next year, its chief economist Justin Yifu Lin told Xinhua that the country could manage to achieve an 8 percent growth.</p>
<p>“It would be more realistic to put the growth forecast at 8 percent, given the gloomy global situation and China’s determination to boost its economy,” said Dong Yuping, senior economist with the Institute of Finance and Banking of the social sciences academy. “It will depend on the effect of the country’s stimulus package.”</p>
<p>The conference emphasized that more efforts should be made to “solve problems related to interests of ordinary people, so as to maintain social stability”. And all measures taken will ultimately target improving people’s living standard, they said.</p>
<p>Despite the global financial crisis, important opportunities for China’s economic and social development still exists, participants at the conference said, “It would not be reversed by ongoing global financial woes”.</p>
<p>In this regard, expenditures in public areas will be “substantially increased” and those in major areas guaranteed.</p>
<p>The conference agreed that wide-ranging measures should be taken to improve the social welfare system both in urban and rural areas.</p>

<p>“A permanent FDA presence in China will help us address the challenges presented by globalization,” FDA commissioner Andrew Von Eschebath said at the opening ceremony. They want to cooperate with the Chinese government and manufacturers to make all the FDA standards are met before the food shipment to the United States.<span id="more-1134"></span></p>
<p>Two more offices will be opened in China, one in Shanghai and the other in Shenzhen. According to Christopher director, eight staff will be stationed in China. They will include inspectors and senior technical experts on regulation, policy, food, medicines and medical devices. They will offer their Chinese counterparts their experience and expertise.</p>
<p>They are responsible for inspecting local facilities, providing guidance on US quality standards, and training local experts to execute inspections on behalf of the FDA.</p>
<p>The opening of the FDA office “provide a very clear signal to the whole world”, said Shao Mingli, deputy health minister and head of China’s State Food and Drug Administration. He noted that their first priority and top responsibility is to protect public health and life. The direct reason for the opening of FDA China is the contamination scandal that caused babies die and 53,000 fall ill this year.</p>

<p>The United States imported about $320 billion in products last year, and around $4.4 billion comprised food. According to the data from the US Census Bureau, nearly half of it was seafood. Also, Chen Zhu, Health Minister said on Tuesday that China will send food and quality control officials to the US in the future.</p>
<p>Experts welcome the potential partnership. Setting up offices in both countries will help promote mutual understanding and share more facility information, said Chen Junshi, a senior researcher with the Chinese National Institute for Nutrition and Food Safety.</p>
