<p>Deadline for Bids: 9:00 AM on December 15, 2009</p>
<p>1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 10 September 2008.</p>
<p>2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Integrated Ecosystem and Water Resources Management in the Baiyangdian Basin Project and it intends to apply part of the proceeds of this loan to payments under the contracts for the Wastewater Treatment Equipment (the Goods).</p>
<p>3. China International Tendering Company (the Procurement agent, ITC), authorized by Xushui County Hengxing Municipal Project Co. (the Purchaser) to act for and on its behalf, now invites sealed Bids from eligible Bidders for the supply of the following Goods and related services for the Project: Xushui Wastewater Treatment Plant Subproject for the Procurement of the Goods and Related Services, such as pumps butterfly valve and the relative equipment, and so on. This bid is one lot only, 0701-092000030032. Delivery period will be 60 days from contract effectiveness.</p>
<p>4. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.</p>
<p>5. Interested eligible Bidders may obtain further information from ITC, and inspect the Bidding Document at the address given below from 4 November to 14 December 2009 at working time 9:00-11:30, 13:30-16:00.</p>
<p>6. To purchase the Bidding Document in English, bidders should:</p>
<p>(a) visit the office of ITC at the address given below and pay a nonrefundable fee of RMB2,500 or USD350. The method of payment will be in cash or by cashier’s cheque payable to ITC. OR</p>
<p>(b) Request for delivery by sending a written application to the offi ce of ITC at the address given below. The application must include a cashier’s check in favor of ITC for the amount of RMB2,500 (local delivery) or US$350 (for overseas delivery). The document will be sent by EMS. No liability will be accepted for loss or late delivery.</p>
<p>7. Bids must be delivered:</p>
<p>* to the Yunding Meeting Room at the Tongmei Hotel, Baoding, Hebei, China;</p>
<p>* at or before 9:00 a.m. (Beijing Time) on 15 December 2009. Late bids shall be rejected.</p>
<p>* All Bids must be accompanied by a Bid Security of not less than 2% of the total bid price in the bid currency.</p>
<p>Bids will be opened immediately after the deadline in the presence of the Bidders’ representatives who choose to attend at the Purchaser’s address given below.</p>
<p>8. ITC and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.</p>
<p>9. In the comparison of Bids, ADB’s Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.<br />

<p>Huiyuan’s shares dropped by HK$3.49 per share, or 42.05%, to close at HK$4.80 apiece. In early trading, the company’s shares dropped 53% at one point to the day’s lowest level of $3.88. After having been suspended since March 11, 2009, the stock continued trading on March 19, 2009. </p>
<p>The recent price fall was in a sharp contrast to its performance in the past several months after the announcement of the Coca-Cola bid. Huiyuan’s shared price had doubled since September in 2008 after the beverage giant of America offered a deal of HK$ 12.2 in cash for each of Huiyuan’s listed<span id="more-2292"></span> shares in Hong Kong. </p>
<p>On March 19, 2009, the Ministry of Commerce vetoed Coca-Cola’s bid to buy Huiyuan, the largest juice maker in China, saying the acquisition could help to create a too strong player, which has sufficient resources and marketing prowess to smash its rivals. </p>
<p>Qin Gang, spokesman of the Foreign Ministry, said in the regular briefing on March 19, 2009 that the ruling is different from trade and investment protectionism. Qin said China will adhere to the policy of opening up the markets open and welcoming foreign investment as usual, reiterating that China opposes trade and investment protectionism. </p>
<p>Analysts foretold that Huiyuan’s shared price will linger on around the current level, yet, as an independent company, Huiyuan will do well in the long run. </p>
<p>OSk, a research firm based in Hong Kong, said in a report that without the offer of Coca-Cola, they expected Huiyuan’s price to plunge, downgrading Huiyuan to sell with a target price of HK$4. </p>
<p>Liu Ziyuan, an analyst from BOCOM International, predicted that Huiyuan shares will fall back to the level before the takeover program was announced. Wang Xiaodi, an analyst from Merchant Securities, said that in the short term, Huiyuan has lost the good chance of obtaining the advanced management technique and marketing expertise from foreign investors. </p>
<p>But according to Liu, the failure of Coca-Cola’s bid would not affect much on the Huiyuan’s current business. Liu said that the juice market has not changed since the takeover program was announced in 2008, and that no rival in the domestic market could ever put Huiyuan’s place in danger at present. </p>
<p>With more than 45% of the pure juice market in China, Huiyuan is the country’s largest juice beverage maker, controlling over 10% of Chinese fruit and vegetable juice market that grew 15% in 2008 to $2 billion. </p>
<p>Liu said at present it is more important to see if Huiyuan’s management team has an alternative plan now that the deal has failed. </p>
<p>Zhu Xinlin, who established Huiyuan in Guangdong province in 1992, now holds more than 30% of its shares listed in Hong Kong. After the takeover plan was revealed in 2008, Zhu said that he would appreciate the Chinese government even if the deal is denied. He was quoted as saying, “If the deal is denied, I would assume the government has its own concerns.” </p>
<p>Huiyuan said on March 19, 2009 that it respects the decision made by the Ministry of Commerce and the company’s business will go on as usual.</p>

The bureau is looking for proposals from design institutions with Class-A city planning design qualifications and Class-A construction design qualifications. Overseas design institutions, legally trading in China, must demonstrate independent legal status to participate in the tendering process.</p>

<p>According to estimation, 72.6 billion yuan ($ 10 billion) will be cost on this 29.6 km bridge, which links Hong Kong, Zhuhai and Macao.&#160; The reclaimed island off Gongbei of Macao and the eastern artificial island for the tunnel section of Hong Kong will be connected through this bridge.<span id="more-2190"></span> </p>
<p>The bridge construction would begin towards the end of 2009, according to the speech of Premier Wen Jiabao at the annual session of the National People’s Congress early in March. </p>
<p>The bidding will decide which company is responsible for the construction design of the main body, ports in Hong Kong, Zhuhai and Macao and side-linkings in Hong Kong and Zhuhai, the bridge’s coordinative office mentioned. </p>
<p>The preparatory design and inquiry of the bridge’s main body started on March 13, according to a deal signed between the authorities from Hong Kong, Guangdong and Macao. </p>
<p>The security of the white Chinese dolphins in the Pearl River estuary was considered and the authorities reemphasized the protection of them during the construction. </p>
<p>Efficient measures to protect the sea environment near the estuary should be founded in any tendering reports, the office stressed. </p>
<p>Largest protection area for the white Chinese dolphins exists in the estuary. </p>
<p>Further more, as is said, since five shipping tunnels will be built under the bridge, tendering reports should also include transport safety related details. </p>
<p>The design should consider the lifestyle, which is set at 120 years, for the bridge, it said. </p>
<p>Thanks to the six-lane bridge, the drive between Hong Kong and Zhuhai will be cut down from about four hours to just half an hour. </p>
<p>According to Guangdong provincial government sources, in total, 18,200 freight vehicles and 1,177 passenger vehicles entered or left Hong Kong each day, while the figures for Macao were 883 and 354 respectively. </p>
<p>Necessary environmental and engineering studies for the bridge has been made by the Hong Kong government and an environmental effect evaluation will be done by mid-2009, said Wai Chi-sing, Hong Kong director of highways.</p>
