The investment is made up of two projects, a laptop computer export base of HP’s and a manufacturing base of Foxconn’s. The former will order the latter to make production. Besides, Foxconn will also establish sales centers for its own electronic products in Chongqing.

According to the plan, the annual production of the plant in Chongqing will be 20 million laptops. And most of the output would be exported to the European market.

Chongqing will benefit greatly from this investment. The output value of the project is estimated to exceed 200 billion yuan, amounting to one-third of the total industrial output value of the city at present, according to the municipal government of Chongqing. At the same time, the investment is likely to expand Chongqing’s trade by four times, to $40 billion in future.

By the time when the plant goes on stream in 2012, the two projects would provide at least 50,000 jobs and the automobile sector which holds the biggest industry of the city currently would give way to the electronics and information industry.

As the fifth investment of HP’s in Chongqing following the investments in a software procurement base, a software-testing center, a call center and a manufacturing plant with an annual capacity of 4 million desktop computers, HP has moved its production center from Singapore to Chongqing.

And HP has reached a new agreement with Chongqing to allocate the majority of its new computer producing plants in the future.

HP’s Executive Vice-President Todd Bradley said it would continue to invest in the country, for China plays an important role in the company’s future development.

According to Vice-Mayor Huang Qifan, what attracts international companies like HP and Foxconn to invest in Chongqing is its low-cost labor, cheap raw materials and favorable tax policies.

Huang said several other international companies including Cisco Systems Inc are now also in contact with Chongqing for investment.

CHONGQING URBAN RURAL INTEGRATION PROJECT

Expression of Interest

This specific procurement notice follows the general procurement notice for this project, which was published at dgMarket on September 27, 2006.

The People’s Republic of China has applied for a loan of US$84 million from the World Bank towards implementation of the Chongqing Urban Rural Integration Project, and it intends to apply a part of the loan proceeds to eligible payments under the contracts for consulting services as design review and certification.

The overall development objective of the project is to: increase access of residents in participating counties and districts to improved public services including roads, water supply, employment training, and primary health care. The project is designed to address a main development challenge in Chongqing: to narrow the public service gap between residents living in rural areas with those living in urban centers.

The results of the project would be measured by the following indicators: a) increase in population with access to road transport networks that reduce travel time to main urban county centers; b) increase in population with access to safe drinking water; c) increase of unemployed or unskilled rural laborers with access to vocational education programs; and d) increase of population with access to primary health care services at the community level. Under the project, the PIUs deserve specialist consultancy to provide a comprehensive oversight of all activities starting from site investigations through bidding document preparation, to achieve functionally efficient and least cost infrastructure investments.

The services required under this assignment mainly include:

(a) overall design of all the sub-components, taking account of recommendations of the Environment Assessments, Resettlement Action Plan and Social Assessment;

(b) civil works design for water supply, roads, sanitation infrastructure, community service centers and community health clinics;

(c) equipment procurement plan review for equipment for migrant rural labor training and community health clinics;

(d) training program review for community health clinics;

(e) environmental mitigation measures and landscaping design;

(f) other engineering designs (including electric power supply and lighting, etc.);

(g) completeness of technical specifications, bills of quantities and contract drawings;

(h) bid document review; and

(i) cost estimates and budget.

The Chongqing Project Management Office (CPMO) invites expressions of interest from interested eligible consultants, with experience of the above assignments. Interested consultants must submit information to demonstrate that they are qualified to perform the services, which should include the firm’s brochures, understanding of the project background, descriptions of similar assignments undertaken in the past five years, in similar conditions, if any, and availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.

Expressions of interest must be delivered to the address below, no later than 17:00, July 20, 2009 (local time). They may also be submitted electronically. However, CPMO will not be responsible for any delay in delivery or loss of electronic submissions.
