1. The Ministry of Finance of the People’s Republic of China has received an ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as the JBIC) in the amount of 9,711 million Japanese yen toward the cost of Jilin Province Jilin City Comprehensive Environment Improvement Project and intends to apply the proceeds of the loan to part payments under the contracts for which this invitation for Bids is issued. Disbursement of the ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ‘Guidelines for Procurement under JBIC ODA Loans’.

2. JBIC requires that bidders and contractors, as well as the purchaser, under contracts funded with JBIC ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts.

3. CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment/material listed below. According to the Loan Agreement, the eligible source countries refer to all the countries and areas in the world.

4. A complete set of bidding documents may be purchased by any interested eligible bidder at CMC International Tendering Co. upon nonrefundable payment of RMB 6,000 between 9:00 and 11:00 / 14:00 and 16:00 (Beijing time) from February 15 to March 28, 2008 (except public holidays).

5. All bids must be accompanied by a bid security of not less than three percent (3%) of its Bid Price, and must be delivered in person to CMC International Tendering Co., at or before 10:00 am (Beijing time) on March 31, 2008.

6. Bids will be opened in public at 10:00 am (Beijing time) on March 31, 2008 at Beijing, China.

7. Neither CMC International Tendering Co. nor the Enduser will be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

1. The Ministry of Finance of the People’s Republic of China has received ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC), in the amount of JPY 6,462,000,000 toward the cost of Xinjiang Uygur Autonomous Region Yining City Comprehensive Environmental Renovation Project of which the Loan Agreement was signed on March 30, 2005, and intends to apply the proceeds of the loan to payments under the contract for goods (detailed list as follows). Disbursement of an ODA Loans by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”.

2. CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment listed below. According to the Loan Agreement, the eligible source countries are all countries and areas.

3. A complete set of bidding documents may be purchased by any interested eligible bidder at the address of CMC International Tendering Co. (Room 603, Genertec Plaza, No. 90, Xisanhuan Zhonglu, Fengtai District, Beijing 100055, China) upon nonrefundable payment of RMB 6,500 for each package between 9:00 and 11:00 am / 2:00 and 4:00 pm (Beijing Time) from March 27 to May 13, 2008 (except Saturday & Sunday).

4. All bids must be accompanied by a bid security of not less than three per cent (3%) of Total Bid Price, and must be delivered to Genertec Plaza, No. 90, Xisanhuan Zhonglu, Fengtai District, Beijing, China by hand in accordance with the Instructions to Bidders at or before 10:30 am on May 13, 2008 (Beijing Time), and will be publicly opened at 10:30 am on the same date.

5. CMC International Tendering Co. will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
