<p>The Tianjin Municipal Government (TMG) has applied for financing from the Global Environment Facilities (GEF) through the World Bank as the GEF agency (IES) toward the cost of the $7 millions, and intends to use the GEF preparation grant for consultant services. GEF project aims to assist Tianjin Construction and Administration Committee (TCAC) and Sino-Singapore Tianjin Eco-City Administrative Committee (SSTECAC) to develop a new integrated planning and management approach in development and implementation of a new Eco-Low Carbon City, called Sino-Singapore Tianjin Eco-City (SSTEC). SSTEC is intended to be a model Eco-Low Carbon City in China which is resource/energy efficient, lower carbon emission, environmentally sustainable, socially integrated and economically viable city. The GEF preparation grant consists of three components: Component 1 Technical Assistance for the formulation of the implementation framework of SSTEC investments; Component 2 Technical Assistance for green building component/ pilot investment in green building; and Component 3 Technical Assistance for green transport component. TCAC and SSTECAC seek a consulting firm to provide technical and strategic advice in preparing the GEF project to be funded by GEF Grant. The consulting firm is requested to provide all the necessary support to TCAC/SSTECAC to prepare the necessary documentation for the World Bank to appraise and to secure the GEF approval from the GEF council. The consulting firm will also assist TCAS/ SSTECAC to prepare the documents to secure the approval of higher authorities for GEF project, too.</p>
<p>A total input of 32 person-week consultants with international experience and 32 person-week consultants with national experience for the above-mentioned service is estimated.</p>
<p>The Project Management Office of Tianjin Construction and Administration Committee (TCAC) now invite eligible consultants to indicate their interest in providing the services. The Ministry of Finance of the People’s Republic of China has received an ODA Loan from JAPAN BANK FOR INTERNATIONAL COOPERATION (hereinafter referred to as JBIC), in the amount of JPY7,434,000,000.00 towards the cost of Afforestation Project Henan, dated on June 23, 2006, and intends to apply the proceeds of the loan to payments under: BID NO.: 0703-0830CIC1L092; </span><span id="more-471"></span><span style="Arial;">Package No. 1: Forest Guarding/Fireproofing Vehicle</span></p>
<p class="MsoNormal"><span style="Arial;">Disbursement of an ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”. No party other than the Ministry of Finance of the People’s Republic of China shall derive any rights from the Loan Agreement or have any claim to loan proceeds. The above Loan Agreement will cover only a part of the project cost. 			<content:encoded><![CDATA[<p>According to a recent survey conducted by the American Chamber of Commerce (AmCham) in Shanghai and consultants Booz Allen Hamilton, costs have climbed so dramatically that about 17 percent of multinational manufacturers in China have decided to shift their operations to other low-cost countries.</p>
<p>As China’s operating environment becomes more competitive and costs increase, multinationals need to<span id="more-463"></span> bring their best operations to China and integrate their export-oriented activities fully for global markets and domestic sales and distribution networks if they want to retain their advantages, according to “China Manufacturing Competitiveness 2007-2008”. Questioning 66 manufacturers who are members of AmCham Shanghai’s Manufacturing Business Council, the survey showed that three in four companies lack fundamental bet practices in their China operations.</p>
<p>Companies integrating their export-oriented activities for global markets with their domestic market operations are achieving high levels of profitability. Compared with 17.8 percent profitability that companies do not integrate their China operations, companies do that integration successfully enjoying profitability of 29.7 percent.</p>
<p>India, Thailand and Vietnam are agreed in the survey to challenge China’s position because wages and other costs are rising and the increasing value of the renminbi is eroding its cost advantage. Already nearly 17 percent of the companies decided to move some China-based operations to other low-cost Asian countries. Fortunately, good news do exist in the survey: 83 percent of respondents said they had no exact plans to move from China because operating in China still have huge advantages, though it is losing some of its edge.</p>
<p>In fact, to access to the Chinese market is the key reason why many companies remain in China. They are also reluctant to invest in some new supply chains in other countries. They still want China to be their export platform.</p>
<p>Regarding the executives who believe China is losing some of its competitive edge, the appreciation of the renminbi and the rising prices of components and materials are the two main factors for their shifts.</p>
<p>White-collar managerial staff is the major source where companies cost pressures are coming from. Respondent said they are paying management staff 9.1 percent more every year and paying white-collar staff 10.3 percent more. In contrast, blue-collar staff costs increased 7.6 percent and raw material cost rose 7.1 percent. Most companies are facing annual cost increases of more than 5 percent in wages and more than 3 percent in materials.</p>
<p>Although there are many aspects scored below standard in China such as logistics infrastructure, trade environment, access to technology, management capabilities and the protection of intellectual property, there were many areas in which China was superior, including the size of the market, availability of a supply base and IT infrastructure.</p>
<p>The survey found none of the best practices are applied by more than 50 percent of the respondents. Obviously, if companies have failed to thrive in China, the competitive environment is not solely to blame.</p>
<p>43 percent of the companies surveyed are consciously pursuing the dual objectives of selling products in China and taking advantages of labor cost which appears to be the path toward greater profitability in China. Actually, companies pursuing dual objectives enjoy profit margins of 29.6 percent while others report only 17.8 percent.</p>
<p>The survey suggested the manufacturing philosophy applied by foreign multinationals in recent decades is in need of an overhaul.</p>

<p>By issuing the regulation, it was made clearly that labour contracts with no fixed termination dates do not amount to unbreakable “iron rice bowls” that may severely hurt enterprises’ vitality.</p>
<p>Chinese employers will not slow their pace of rising labour costs although they are breathing a sigh of relief.</p>
<p>The new Labor Contract Law, which came into effect on Jan 1, was hailed as a landmark step in protecting employees’ rights. Among a number of stipulations to emphasize workers’ welfare, one clause entitles<span id="more-260"></span> employees of at least 10 years’ standing to sign contracts without specific time limits, thus protecting them from dismissal without cause.</p>
<p>The law has indeed been effective in rising ordinary workers’ welfare. Statistics indicated that as of June, the percentage of employees by region that had signed labor contracts was between 90 and 96 percent, up 3 to 8 percentage points from the end of last year. And the amount of collected social security funds — pensions, unemployment, medical, work injury and maternity insurance — also jumped 31 percent year-on-year in the first half of 2008.</p>
<p>Undoubtedly, this increase in workers’ welfare will add to the mounting cost pressures on Chinese enterprises already caught between soaring commodity prices and weakening overseas demand. The case is even more serious for labor-intensive enterprises</p>
<p>It is obviously that the domestic enterprises’ complaints of the new law inflating operational costs have got policymakers’ ear. Then a draft of the implementation regulation was issued in May to solicit public opinion.</p>
<p>The State Council has now issued an implementation regulation for the Labour Contract Law to protect enterprises, including 14 conditions under which an employer can terminate an open-ended labour contract. These conditions include employees’ incompetence, serious violations of regulations and dereliction of duty, as well as a company’s restructuring or severe operational difficulties. Such a regulation can make the law more effective.</p>
<p>Enterprises no longer need not to worry too much about that the “no fixed-term contract” stipulation will reduce flexibility in the domestic labour market and undermine their competitive advantages. But a gradual and steady rise in labour’s cost in inevitable. Both the country’s demographic change and the government’s determination to raise workers’ lot will make it wise for domestic enterprises to adapt themselves to higher labor cost as soon as possible.</p>
