<p>1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 4 of 4 April 2006.</p>

The People’s Republic of China has applied for a loan from the International Bank for Reconstruction and Development toward the cost of Liaoning Medium Cities Infrastructure Project, and it intends to apply part of the proceeds of this loan to payments under the Contracts for the Vehicles and Equipment of Road Traffic Management for Benxi City (BTM21); the Vehicles and Equipment of Road Traffic Management for Fushun City (FTM22)</p>
<p>3. The China International Tendering Company now invites sealed bids from eligible and qualified bidders for:</p>

<p>The delivery period is: 3 months after signing of the contract.</p>
<p>4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.</p>

<p>6. Qualifications requirements include in section III of Bidding Documents. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.</p>

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below from Oct. 27, 2009 between 9:00-11:30 am and 1:00-4:00 pm (except Saturdays, Sundays and holidays) and upon payment of a non refundable fee of RMB1,000.- or in USD150.-. <p>2. China National Machinery Import &amp; Export Corporation (CMC, the Procurement Agent), authorized by Changchun Municipal Water (Group) Co., Ltd. (the Purchaser)<span id="more-2408"></span> to act for and on its behalf, invites sealed bids from eligible bidders for Supply of Ductile Cast Iron Pipe. The content of this contract is ductile cast iron pipe which is the No. 5 water treatment plant to the north pumping station. The required quantity is 10,000m, Connection form is Pipe and pipe, pipe and fittings adopt T type flexible sliding connection. Delivery will be made after 60 days from contract effectiveness.</p>
<p>3. The eligible bidder shall have an average annual turnover no less than RMB 100 Million or equivalent foreign currencies for the last 3 years. As the main supplier, the Bidder shall have successfully completed and submit at least 5 contracts of equipment using similar with or more complicated process than that of the bid within the last 3 years.</p>

<p>Jeff Smisek, president and chief operating officer of the US airline, said that China was one of the most important markets and was very important for its future development and success in Asia. </p>
<p>This first daily non-stop flight connects 2 of the largest financial centre in the<span id="more-2206"></span> world. Therefore, the world’s fifth largest carrier, Continental has become only airline providing daily nonstop services from three Chinese cities to New York. Based in Houston, it also provides the flight service from Shanghai to Hong Kong. </p>
<p>The aviation analyst of CITIC China Securities named Li Lei said that this route would not be lucrative in the short time; however, it will definitely become the golden route over the medium to long term due to the importance of those 2 cities in the global economy. </p>
<p>According to the Civil Aviation Administration of China, there was a 16% drop in passenger traffic on the international routes in February compared with the number in the last year. </p>
<p>The International Air Transport Association said that the international air travel in China was expected to have a 5 and 10 percent’s shrink this year. </p>
<p>On March 26th, United Airlines claimed that it would postpone the beginning of a nonstop service between San Francisco and Guangzhou to June 30, 2010. United Airlines that is located in Chicago was supposed to start the flight in 2008, but later this plan was deferred to this year. </p>
<p>Delta Air Lines said that they would not change their plans that provide flight service between Shanghai and Detroit from June, though there was an announcement in March that they would start to cut international capacity by an additional 10 percent from the beginning of September. An analyst said that as Shanghai is being more and more important in global finance, this city is attracting more Airlines companies.</p>

<p>The CEO of McDonald’s China, Jeffrey Schwartz said that McDonald’s was ambitious on the Chinese market. Meanwhile, 175 new restaurants will be opened in China, which will create around 10,000 hob opportunities this year. </p>
<p>Xie Wenjian, CEO of Johnson&amp;Johnson Medical China, said that it was good to use talent in this hard time, and he also added that the current situation made them easier to have good staff with an affordable price. </p>
<p>Xie also said that they thought that it was a great chance for those companies to grow in China because of the government’s medical welfare policy. In the first 2 months, Johnson&amp;Johnson Medical has employed about 100 university students and it will continue this plan throughout this year. </p>
<p>US car giant General Motors (GM) claimed that it would expand the staff number in China while it is cutting jobs in the other part of the world now. “Without accurate new job numbers, GE will hire more people in China especially in research sector.” said Kevin E Wale, president, GM China. </p>
<p>In the report Hewitt Associates said that good staff can enhance human resource cultures which can be helpful for the productivity. </p>
<p>The elements for an employee to work harder are regarded as the most important change in the 2009 report. While 2 years age, in 2007, the top three elements were: career development, salary and performance management. But this year, they have been replaced by career ideal, salary and career opportunity. </p>
<p>The deputy managing director of Hewitt, Xu Feng, said that this kind of change reflects that the employees are paying more attention on whether their own values can be fulfilled in the company instead of focusing on the promotion or salary. </p>
<p>Human resource directors at the meeting expressed that cutting costs in non-human capital areas such as travel and other expenses should be advocated rather than cutting salaries. </p>

<p>1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the “ADB Business Opportunities” on 2 August 2005.</p>
<p>2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Jilin Water Supply and Sewerage Development Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.</p>
<p>3. China International Tendering Company (ITC), the Procurement Agent, authorized by Changchun Water Group Urban Drainage Company Limited, the Purchaser, now invites sealed Bids from eligible bidders from member countries of ADB for the supply, delivery, and installation of the following:</p>
