<p class="MsoNormal"><span style="14pt;">1 The Ministry of Finance of the People’s Republic of China has received an ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as the JBIC) in the amount of 19,564 million Japanese yen</span><span id="more-387"></span><span style="14pt;"> toward the cost of the Shaanxi Water Environmental Improvement Project (Xi’an) and intends to apply the proceeds of the loan to part payments under the contracts for which this invitation for Bids is issued. Disbursement of the ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ‘Guidelines for Procurement under JBIC ODA Loans’.</span></p>
<p class="MsoNormal"><span style="14pt;">2 JBIC requires that bidders and contractors, as well as the purchaser, under contracts funded with JBIC ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts.</span></p>
<p class="MsoNormal"><span style="14pt;">3 CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment/material listed below. According to the Loan Agreement, the eligible source countries refer to all the countries and areas in the world.</span></p>
<p class="MsoNormal"><span style="14pt;">4 </span><span style="14pt;">A</span><span style="14pt;"> complete set of bidding documents may be purchased by any interested eligible bidder at CMC International Tendering Co. upon nonrefundable payment of RMB4000 from 9:00 to 11:00 and 14:00 to 16:00 (Beijing Time) from May 7 to June 4, 2008 (except public holidays).</span></p>
<p class="MsoNormal"><span style="14pt;">5 All bids must be accompanied by a bid security of not less than three percent (3%) of its Bid Price, and must be delivered in person to Xi’an City, Shaanxi Province, China, at or before 10:00 a.m. (Beijing Time) on June 5, 2008. </span></p>
<p class="MsoNormal"><span style="14pt;">6 Bids will be opened in public at 10:00  a.m. (Beijing Time) on June 5, 2008 in Xi’an, China.</span></p>
<p class="MsoNormal"><span style="14pt;">7 Neither CMC International Tendering Co. nor the Enduser will be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.</span></p>
