<p>The Tianjin Municipal Government (TMG) has applied for financing from the Global Environment Facilities (GEF) through the World Bank as the GEF agency (IES) toward the cost of the $7 millions, and intends to use the GEF preparation grant for consultant services. GEF project aims to assist Tianjin Construction and Administration Committee (TCAC) and Sino-Singapore Tianjin Eco-City Administrative Committee (SSTECAC) to develop a new integrated planning and management approach in development and implementation of a new Eco-Low Carbon City, called Sino-Singapore Tianjin Eco-City (SSTEC). SSTEC is intended to be a model Eco-Low Carbon City in China which is resource/energy efficient, lower carbon emission, environmentally sustainable, socially integrated and economically viable city. The GEF preparation grant consists of three components: Component 1 Technical Assistance for the formulation of the implementation framework of SSTEC investments; Component 2 Technical Assistance for green building component/ pilot investment in green building; and Component 3 Technical Assistance for green transport component. TCAC and SSTECAC seek a consulting firm to provide technical and strategic advice in preparing the GEF project to be funded by GEF Grant. The consulting firm is requested to provide all the necessary support to TCAC/SSTECAC to prepare the necessary documentation for the World Bank to appraise and to secure the GEF approval from the GEF council. The consulting firm will also assist TCAS/ SSTECAC to prepare the documents to secure the approval of higher authorities for GEF project, too.</p>
<p>A total input of 32 person-week consultants with international experience and 32 person-week consultants with national experience for the above-mentioned service is estimated.</p>
<p>The Project Management Office of Tianjin Construction and Administration Committee (TCAC) now invite eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.</p>

<p>P1: Heating Pipeline Network &amp; Materials (XiGu and Qilihe Districts in Lanzhou City 1);</p>
<p>P2: Heating Pipeline Network &amp; Materials (XiGu and Qilihe Districts in Lanzhou City 2).</p>
<p>Disbursement of an ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”. No party other than the Ministry of Finance of the People’s Republic of China shall derive any rights from the Loan Agreement or have any claim to loan proceeds. The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, the Ministry of Finance of the People’s Republic of China will take appropriate measures for finance.</p>
<p>2. The Purchaser now invites sealed bids from eligible bidders from eligible source countries for the supply of the Goods for the purpose of the Project.</p>

China CNTC International Tendering Corp., as the procurement agent of the Employer—Jiangmen Biyuan Wastewater Treatment Co., Ltd., now invites sealed bids from eligible bidders for Procurement of Supply &amp; Installation of Plant &amp; Equipment of Jiangmen Wen Chang Sha Wastewater Treatment Plant Project Phase II (ICB). The treatment plant applies the improved A2/O process and its capacity will be extended from existing 50,000 ton per day to 200,000 ton per day under this contract. The bidding includes supply, installation and related service for technology equipment, electrical equipment, automatic control instrumentation and technology pipeline etc.</span></p>
<p class="MsoNormal"><span style="Arial;" lang="EN-US">4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits issued on May 2004 (revised Aug. 2006), and is open to all bidders from eligible source countries as defined in the guidelines.</span></p>

What is more, it has managed to put itself among the major 27 ministries and commissions in the Cabinet.</p>
<p>The elevation of the environmental agency within the government system has mirrored the increasing importance the central leadership has attached on the “green drive” at a time when China is<span id="more-481"></span> confronted with a worsening environment caused by an inconsistent economic development mode.</p>
<p>The past three decades witnessed the rapid economic growth and development at the cost of the environment. The rapid worsening of the nation’s environment of China’s environment and the draining of its natural resources are harming the health of millions of people while still threatening the continuity of the economic development.</p>
<p>Urged by public opinion in taking measures to curb the air and water pollution problems, the central government has improved its environmental policies as well as implementation reflected in the “Scientific Outlook on Development” and the national Five-year Plan to fight against pollutants from 2006 to 2010.<br />
Of all the moves carried out in Beijing, the transformation of the environmental agency into a ministry is widely acknowledged to be the most crucial step in its aspiration to improve the watchdog’s supervision.</p>
<p>However, as many experts predicted, altering the name of the administration does not ensure the results because the environmental protection bureaus at provincial level and below are directly supervised by the local governments who are responsible for the personnel changes and funding. Thus, it is always unpractical to anticipate a local environmental protection bureau to work all by itself and supervise the government independently.</p>
<p>Despite that the central government may unswervingly adhere to its environmental protection policies, inadequate cooperation from the local government may turn out to be a root problem. Local governments lack both the motives and the capabilities to carry out mature projects. As the High ranking Chinese leaders often assure “clean water and clean air for everybody,” this seemingly simple goal is, in essence, still an uneasy job.</p>
<p>Another problem lies in the redundancy of administrative function of several departments. MEP calls for the coordination of many departments, namely agricultural, forestry, water resources. As its motion may harm the interests of other departments, MEP is confronted with much pressure.</p>
<p>Although the transformation of the environmental protection administration might not be an almighty cure, it has still given people hopes.

The Ministry of Finance of the People’s Republic of China has received an ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as the JBIC) in the amount of 9,711 million Japanese yen</span><span id="more-404"></span><span style="14pt;"> toward the cost of Jilin Province Jilin City Comprehensive Environment Improvement Project and intends to</span><span style="14pt;"> apply the proceeds of the loan to part payments under the contracts for which this invitation for Bids is issued. Disbursement of the ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ‘Guidelines for Procurement under JBIC ODA Loans’.</span></p>
<p class="MsoNormal"><span style="14pt;">2. JBIC requires that bidders and contractors, as well as the purchaser, under contracts funded with JBIC ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts.</span></p>

CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment/material listed below. <p class="MsoNormal"><span style="14pt;">The Government of the People’s Republic of China has received a loan from the International Bank for Reconstruction and Development towards the cost of Shanghai Urban Environment Project, APL2, and it intends to apply part of the proceeds of this loan to payments under the Contract BST2.3 – SUPPLY, INSTALLATION OF EQUIPMENT AND CIVIL WORKS FOR SLUDGE MECHANICAL CONDENSATION, DIGESTION</span><span id="more-397"></span><span style="14pt;"> AND DRYING SYSTEM OF BAILONGGANG WWTP. The main work includes: <strong>supply, installation, commissioning and trial running of</strong> <strong>sludge digestion system; supply, installation, commissioning and trial running</strong> <strong>of sludge drying system; Civil works for egg-shaped digestion tank; etc.</strong> Bidding will be conducted through the international competitive bidding procedures specified in <strong>the World Bank’s Guidelines: Procurement under</strong> <strong>IBRD Loans and IDA Credits, </strong>and is open to all bidders from eligible source countries as defined in the guidelines.</span></p>

<p class="MsoNormal"><span style="Arial;">The People’s Republic of China has received a grant from the Global Environment Facility (GEF) for implementation of Demonstration of Alternatives to Chlordane and Mirex in Termite Control Project.</span><span id="more-391"></span></p>
<p class="MsoNormal"><span style="Arial;">Jiangsu</span><span style="Arial;">, one of the demonstration provinces, intends to apply part of the grant to support Review and Revision of Policies, Regulations and Technical Standards of Termite Control in Jiangsu province.</span></p>
<p class="MsoNormal"><span style="Arial;">The duration of the assignment is from the second quarter of 2008 to the end of 2009. The consultant should be a consulting firm, institute, association or other organization with detailed understanding of termite control and proven experience in reviewing and drafting policies and regulations. Experience with similar assignments will have the priority. The firm/institute with interests should deliver an expression letter of interest and information concerning their qualifications to the address below by April 8, 2008.</span></p>

The People’s Republic of China has received a GEF grant from the <em>International Bank for Reconstruction and Development</em> toward the cost of</span><span style="Arial;"> the Second Beijing Environment Project—Heating Energy Conservation Component and it intends to apply part of this grant to payments under the Contract HEC-G3.1 for the supply of:</span></p>

<p class="MsoNormal"><span style="Arial;">The equipment and service to be purchased through the bidding shall be used for promoting the development of energy conservation plan in Beijing, and the supply scope shall include the following contents:</span></p>
