<p>This project will attract more major multinational corporations and create 100,000 new jobs. The Chaoyang district government, which is overseeing the project, is keen to turn more<span id="more-2443"></span> residential area into commercial area, although the cost for doing this is unknown. </p>
<p>“About 85 percent of the currant CBD area has been taken by companies”, said Wu Guiying, executive vice-governor of the Chaoyang district of the CBD administrative committee. And she also said that this area is eager for more capacity to hold more business opportunities. </p>
<p>7preliminary CBD designs were completed by the world’s leading architects, including SOM Architect and KFP Architect from the States, and ADPi Company from France. This plan will be displayed to the public during a 6-day CBD International Business Festival. </p>
<p>Some senior officials, business people and analysts are also invited to give advices on how the CBD should expand. </p>
<p>Developers and real estates dealers near the CBD told METRO said that the price for both new and second hand apartments have soared since early this year rising to 20,000 Yuan ($2,930) per sqm. “But before the news came out the price were between 12,000 and 13,000 Yuan per unit, this is more reasonable, now every apartment has grown by one third”, said Wang Mei a property broker. </p>
<p>Li XIn, a developer for a luxurious CBD residential compound set to open by the end of this month and all the apartments were sold out despite the high price for at least 21,000 Yuan per unit. </p>
<p>Ma Ning, a Beijing resident who was looking at those apartments at Li’s CBD residence said “I just want a place for our son to live which is near from the working place, even the price is high”, but he was told that the apartments have been sold out </p>
<p>The currant CBD area near Guomao area has nested more than 15,000 firms and financial institutions. </p>
<p>Last year, the city government has attracted $1 billion in foreign investment, taking up half of the tax revenues for the Chaoyang district government.</p>

<p>The project, which will be located in Binhai Industrial Zone of Tianjin, is developed by China National Petroleum Corp (CNPC) and Russia’s OAO Roseneft. It is capable of processing 10 million tons of crude oil every year. <span id="more-2261"></span></p>
<p>According to the Tianjin municipal government’s sayings on its website, the construction of the project is planed to be completed in 2012. The project is part of the agreement signed by China and Russia in 2006 to enlarge the cooperation of oil and gas production between the two countries. Both sides set up a joint venture in Tianjin in 2007. </p>
<p>A spokesman from CNPC refused to make a comment on the project on March 2, 2009. The domestic media had reported that the oil refinery would use crude oil from Russia. </p>
<p>Under the loans-for-oil agreement which China and Russia signed in February of 2009, China will lend $25 billion to two major Russian oil companies in return for 20 years of sustained oil supplies from Russia. </p>
<p>The agreement also includes a construction of an oil pipeline linking Russian oilfields in eastern Siberia with northeastern regions in China. This first oil pipeline which links the two countries will come into use in 2010. </p>
<p>Analysts said that the Sino-Russian oil refinery would reduce the pressure of the increasing refined oil demand in the Bohai Bay area. The region, one of China’s economic powerhouses, has a rapid growing consumption of gasoline and diesel during the past years. </p>
<p>A large petrochemical complex is being built in Tianjin by the oil producer Sinopec. The project, which is expected to start operations by June, includes 1 million tons of annual ethylene production capacity and over 10 million tons of annual oil refining capacity. </p>
<p>“In line with China’s stimulus package for the petrochemical industry, we are now planning for more refineries in the country,” an official with CNPC told China Daily briefly on March 2, 2009. </p>
<p>The official who declined to be named said that CNPC’s refinery in Qinzhou in the Guangxi Zhuang autonomous region, which is also the country’s first giant refinery in southwestern regions of China, is expected to start operations by the end of 2009. The project can process 10 million tons of crude oil. </p>
<p>He said the second stage of this project, which is now being planned, is to add another 10 million tons of oil refining capacity.</p>

<p>As a result of cut in retail taxes on small vehicles, GM’s minivan venture sales in China have had a 32% rise in the first 2 months. Recently, the government is giving out 5 billion yuan in subsidies in order to promote the auto sales in countryside. </p>
<p>Because of the tax cut and subsidies, GM predicted that it would enjoy a double growth in China. However, in the US market, it saw a 51% slide in the sales, which forced GM to ask for about $16.6 billion aid from government.  <span id="more-2221"></span> </p>
<p>Compared with the previous prediction that sales would rise by less than 3%, GM’s vehicle sales may rise by 5% to 10% this year. With the help of SAIC-GM-Wuling Automobile Co, the largest minivan-maker in China, GM expects that it could surpass the original goal by 3% points. SAIC-GM-Wuling Automobile Company accounts for nearly half of the GM’s sales in China. </p>
<p>Nick Reilly, GM’s Asia-Pacific president said that government’s efforts to boost rural consumption have positive effect on Wuling’s rising sales, and government is trying to stimulate the auto and stock markets, which encourage people to invest again. </p>
<p>China Association of Automobile Manufacturers reports that SAIC-GM-Wuling sold 72,947 vehicles in February which is half more than last year. In January, the government cut the retail tax on vehicles with engines of 1.6 liters or less by 50%, and this action stopped the 3-month decline of auto sales. </p>
<p>According to the new policy, when purchasing a car, Chinese farmers or other rural residents can have a subsidy which equals 10% of the sale price, with a maximum of 5000 yuan. </p>
<p>In addition, if rural drivers buy a new truck or minivan to replace his own light truck, they can get a further 3,000 yuan. </p>
<p>This policy helped Wu Tao, who owns a store in Hebei province, to have the first vehicle of his family. Wu said that with the money given from the government, he could afford the car recently. </p>
<p>According to Shenyin &amp; Wanguo Securities Co, this minivan sales may have a 30% rise this year. </p>
<p>Though subsidies increased the auto sales, there seems to be little profits for the car makers. The fact is that GM only holds about 34% of SAIC-GM-Wuling, while SAIC Motor owns 50.1 percent and the rest is owned by Liuzhou Wuling Motors Co. Generally, farmers will prefer the cars of low prices that could be 30,000 yuan. </p>
<p>Chairman of Anhui Jianghuai Automobile Group Co, Zuo Yanan said that farmers cared nothing but the price.</p>

<p>The company will open no less than 1000 shops, of which a small amount will belong to Suning, while the rest will belong to those who invested in Suning’s brand shops. These newly opened stores are to meet the rural residents’ needs by occupying smaller areas<span id="more-2304"></span> (at about 2,000 sqm). </p>
<p>The latest Rural Household Appliances Consumption survey conducted by Suning and a Beijing-based research company reveals that the rural electric appliances market has bigger potential than the urban market. </p>
<p>According to the report, televisions, refrigerators, washing machines and kitchen appliances are the mostly bought products in rural regions. High-tech products such as flat screen televisions, air conditioners, computers and other digital appliances, are becoming increasingly attractive to the rural purchasers. Sun believed that the report would help to tap into the new market more effectively. </p>

<p>According to what OZ Minerals said on Monday, the country&#8217;s Foreign Investment Review Board would extend its review of the takeover of OZ Minerals by China&#8217;s Minmetals from March 24 and the examination would last for 90 days. <span id="more-2182"></span></p>
<p>As China&#8217;s largest metal trader, the Minmetals Corp. last month advanced to buy the Australian mining firm for a $2.6 billion ($1.7 billion) in cash to ensure enough supplies of non-ferrous metals. The Melbourne-based company operates zinc, lead, copper, gold and silver mines in Australia and abroad. </p>
<p>OZ Minerals said it would follow proper processes as required and Minmetals&#8217; application would be determined as soon as possible considering the interests of OZ Minerals, its shareholders, employees and all its stakeholders. </p>
<p>The company has asked its lenders to extend a March 31 debt deadline to Sept 15, so time for concluding the deal will be available. An unsuccessful takeover of OZ will lead to its failure to refinance $1.3 billion in debt. Minmetals said yesterday it had confidence about the approval for the bid from Australia. </p>
<p>Bloomberg quoted Wang Jionghui, general manager of the mineral resources division at Minmetals, as saying that the obstacles encountered by overseas investments would be reduced because mining companies are in lack of capital. </p>
<p>The Review Board announced last Thursday that it would extend the examination of Fortescue&#8217;s planned sale of a stake to China’s Hunan Valin Iron and Steel for up to 30 days. </p>
<p>Fortescue said it still has confidence about Valin&#8217;s successful gaining of approval from the government due to the structure of the share subscription agreement. Valin decides to pay about $770 million for a 16.5 percent stake in Fortescue under a deal announced last month. </p>
<p>According to analysts, Chinese companies have won opportunities to make overseas investments as a steep fall in the prices of key resources caused by the economic crisis. However, such intensive acquisition may bring attentions to the destination countries from public as well as the government.</p>

<p>The Tianjin Municipal Government (TMG) has applied for financing from the Global Environment Facilities (GEF) through the World Bank as the GEF agency (IES) toward the cost of the $7 millions, and intends to use the GEF preparation grant for consultant services. GEF project aims to assist Tianjin Construction and Administration Committee (TCAC) and Sino-Singapore Tianjin Eco-City Administrative Committee (SSTECAC) to develop a new integrated planning and management approach in development and implementation of a new Eco-Low Carbon City, called Sino-Singapore Tianjin Eco-City (SSTEC). SSTEC is intended to be a model Eco-Low Carbon City in China which is resource/energy efficient, lower carbon emission, environmentally sustainable, socially integrated and economically viable city. The GEF preparation grant consists of three components: Component 1 Technical Assistance for the formulation of the implementation framework of SSTEC investments; Component 2 Technical Assistance for green building component/ pilot investment in green building; and Component 3 Technical Assistance for green transport component. TCAC and SSTECAC seek a consulting firm to provide technical and strategic advice in preparing the GEF project to be funded by GEF Grant. The consulting firm is requested to provide all the necessary support to TCAC/SSTECAC to prepare the necessary documentation for the World Bank to appraise and to secure the GEF approval from the GEF council. The consulting firm will also assist TCAS/ SSTECAC to prepare the documents to secure the approval of higher authorities for GEF project, too.</p>
<p>A total input of 32 person-week consultants with international experience and 32 person-week consultants with national experience for the above-mentioned service is estimated.</p>

<p>It’s analyzed last month by the ministry that the rapid drop in the revenue mainly resulted from the financial crisis. It hurt the companies and led to lower profits. There was a drop of about<span id="more-2085"></span> 24.8 percent last month in the corporate income tax growth, compared with a year earlier. </p>
<p>In order to help the corporate to go over the economic downturn, the ministry said, the government had decided to cut the tax. In 2008, the government cut the stamp tax for share dealing and moved the tax rebates up for textile and garment exports. For example, 63.42 billion yuan was spent in tax rebates for exporters, 25 percent higher than a year earlier. </p>
<p>In addition, the past Spring Festival also stooped the revenue collection. </p>
<p>Li Zhikun, analyst with China Securities Co. said, “The government will be clouded by an even severer fiscal situation in 2009 as revenues are going on slumping this year.” </p>
<p>In the estimation by Ha Jiming, an economist with China International Capital Corp, it showed that the government had to launched treasury bills which amounted to 1.3 trillion yuan to support its stimulus package. And in comparison with the 750 billion yuan in 2008, it zoomed up 70 percent which was an awful jump.</p>

<p>Actually the plan of a filter system which aims to filter harmful information from the Internet met the opposition of Internet user groups, the pornography industry and others. Because they thought some legitimate websites would be blocked <span id="more-1841"></span>and Internet speeds be slowed down after the enforcement of the measure.</p>
<p>Such plan would be a technical failure amid criticism. But Communications Minister Stephen Conroy said the government has been aware of the series of problems about the plan.</p>
<p>“And that is why we are conducting a pilot to put these claims to the test,” he said in a statement.</p>
<p>The trial, which will begin from mid-January, would be conducted by several Internet service providers and provide evidence on the impact of content filtering.</p>
<p>Internet users lobby group Electronic Frontiers Australia said the trial would let the government down.</p>
<p>Spokesman Colin Jacobs also said that it’s impossible to pursue the child-safe clean feed in a highly accurate way. Trying will make the Internet slow.</p>
<p>Jacobs was interested in the secret blacklist of banned websites being introduced by the government.</p>

<p>So the government at the conference discussed measures to create new jobs and maintain the existing unemployment rate during the global financial crisis as rate above 5% will lead to a series of negative consequences. What is more, the number of poor urban residents would increase and living standards in cities would decline.</p>
