While most of the economies across the world are suffering from the current financial uncertainties, Shandong, the eastern coastal province, impressed all by a 2008 GDP of 3.11 trillion yuan—a growth of nearly 12.1 percent, achieving an accomplishment previously only matched by China’s traditionally most prosperous province—Guangdong. </p>
<p>According to a more in-depth analysis of the figures, it was also Shandong’s<span id="more-2351"></span> 17th consecutive year of posting a double-digit growth, the province’s per capita GDP also firstly surpassed the 30,000-yuan mark. </p>
<p>Nevertheless, the provincial government is not taking the impressive figures as a mandate for relaxing their drive for economic expansion. On the contrary, it has released ambitious plans to sustain development across the whole province, particularly focusing on boosting the under-performing regions in Yellow River Delta and southern Shandong. </p>
<p>At present, some 72 percent of Shandong’s GDP is contributed by the province’s major cities like Jinan, Qingdao, Yantai and Weihai. Under the local government’s new strategy, growth of 10 major cities in Shandong will continue to be nurtured, though additional resources will be diverted into supporting the economically unsuccessful areas. </p>
<p>Even though they currently make comparatively small contributions to the province’s overall GDP, the local government has identified huge potential for future development among the natural resources and fine ecological balance in both the Yellow River area and the south of the province. Rich Coal reserves have already been identified in southern Shandong, whereas programs are already under way to develop the Yellow River Delta into both the nation’s second largest oilfield and one of most expansive wetland areas in China. </p>
<p>According to Jiang Daming, the governor of Shandong, the new development strategy will place an emphasis on integrating the major cities surrounding the provincial capital Jinan into a closely-linked city cluster, as well as developing a high-end manufacturing industrial zone in the eastern areas. The strategy also includes programs of building an ecologically-friendly economic zone in the Yellow River Delta and stepping up the development of the iron and steel industry in Rizhao, a port city in southern Shandong. </p>
<p>Jiang said a budget of 1.6 trillion yuan had already been earmarked to initiate the scheme with a majority of it being allocated to an infrastructure construction program. In spite of the ongoing uncertainties in global financial markets, the investment aims at ensuring the province maintains an annual GDP growth of at least 10 percent. </p>
<p>The program of urban facility construction, part of the initiative, will be accelerated in the two major cities of Jinan and Qingdao. 335 key construction projects, or a combined investment of 337.4 billion yuan, are expected to start in Qingdao alone in 2009. Another 204 projects, involving a total investment of around 166.1 billion yuan, are planned for Jinan. Furthermore, some 53 billion yuan will be used to improve port facilities in Qingdao, Yantai, Rizhao, Weihai and Jining. Meanwhile, 167.3 billion yuan will be invested in improving road and rail transportation facilities away from the cities, with the total length of railways in Shandong expected to reach 5,500 km by 2015. </p>
<p>As part of the national development plan, the proposed development of ecological-friendly economic zone in Yellow River Delta will also receive some 100 billion yuan of investment in 2009. </p>

<p>Jeffrey, chief executive officer, Novartis China said that 2008 is the best year in their sales in recent years, in spite of the financial turmoil. </p>
<p>This year, a global sales growth of five percent is Novartis’ target. According to Li, the proportion of Novartis’ global sales in China is one percent. </p>
<p>2.26 billion yuan has already been invested and more will be laid in establishing infrastructure, research and<span id="more-2139"></span> development (R&amp;D) and marketing, the CEO said. </p>
<p>The sharp contrast is that during other multinationals are cutting jobs, 20 percent more staff are planned to be hire by the company for the expansion plans in China. </p>
<p>The company will focus on the talent training. Li showed that the company would spend double money on talent training. </p>
<p>From this year, Novartis China will pay more attention to Local community clinics in China in order to benefit from China medical reform program. </p>
<p>It will help train doctors and instruct patients at the clinics. What is more, diagnosis and therapy standards for commonly and frequently encountered diseases will be popularized in public by Novartis China. </p>
<p>In 2008, Novartis China started the establishment of its R&amp;D center in Shanghai, which is the third biggest within the group and ranks top in Asia. </p>
<p>Li added that Novartis is the only foreign pharmaceutical company to integrate comprehensive fundamental research work in China. </p>
<p>The Ministry of Civil Affairs granted the honour of the 2008 China Charity Award to Novartis China for donating cash and drugs worth more than 15 million yuan during the Sichuan earthquake. </p>
<p>The primary school in Sichuan, constructed with 1 million yuan which was donated by the employees from Novartis China is expected to put into use later this year.</p>

<p>Customs said on its website that the steel export in China fell down to 59.23 million tons in 2008 whereas the export value has climbed up to $63.44<span id="more-2076"></span> billion, with an increase of 43.8 percent year-on-year. While look back to the recent months, we can see that steel exports decreased to 1.91 million tons in January, dropping 40 percent year-on-year, and the import of iron ore 32.65 million tons, dropping 5 percent from December 2008. </p>
<p>Steel exported each month reached the summit of 7.68 million tons in August, but it declined to 2.95 million tons in November which is the lowest point since 2007, although there was a minor increase to 3.17 million tons in December. </p>
<p>As a result, Customs addressed their admonishing that this year would see no improvement in this sector. </p>
<p>According to statistics by foreign research organization, new orders would decline substantially as the result of the cut of global demand by more than 10 percent. It takes place even in China’s major markets. For example, it’s estimated that the demand in South Korea will drop by 9.5 percent while the United States by 11 percent, and Japan by over 30 percent. And the winter last year witnessed the beginning of dramatic drop of steel export orders in China. </p>
<p>Customs also warned the industry of the deteriorating trade conflicts against steel products that were made in China. That’s because some trade partners of the same line were anxious to safeguard their industries from the global financial recession. They may either evolve anti-dumping and countervailing cases against Chinese steel products, or upraise the import tariff. </p>
<p>It also added that the competitiveness was weakened after China was forced to revalue the yuan.</p>

Also, the vitality was resumed to the sales of commercial residential properties with the 233 percent monthly growth in residential space last December. Even the companies, mainly dealing with export business and being one of the targets that the global financial crisis attacked most severely, have found its turning point. There is a total value of $234 billion in this respect, with an increase of 16.9 percent. </p>
<p>The provincial governor Luo Zhijun made the comment in his government report at the second session of the 11th provincial people’s congress that opened<span id="more-2053"></span> on February 5. He said, “Jiangsu will make greater effort to accelerate the nation’s economic recovery in the way of maintaining steady economic growth, in spite of the ongoing impact of the economic crisis.”</p>
<p>Jiangsu, known as the root of economy of the country apart from Zhejiang province and Shanghai municipality, was described by Guo as “risk-resistant” and “innovative” when confronting the economic recession. </p>
<p>He also said that with the primary task of speeding up the economic development, Jiangsu would never stop stimulating domestic demand and developing an open economy this year. For the latter part, rural reform and development and infrastructure spending would come as the decisive fields. </p>
<p>As a place gathering a large number of private firms, the province would enhance the support for the development of small and medium-sized corporates and hi-tech companies by granting them rights to get loans. At the same time, he added, the province would bring in investments to such important factors as R&amp;D, logistics, environmental protection and services. </p>
<p>“As a matter of fact, the financial crisis has brought us a chance to optimize industrial structures and encourage technological innovations,” the governor said. </p>
<p>“My company was carried out of a tough period by the generally confidence and optimism delivered by the governor,” said Sha Weiping, chairman of Jiangsu Silk Group which achieved double-digit growth in profit last year through persistent investment in R&amp;D and production.</p>

<p>President Hu Jintao and Premier Wen Jiabao addressed at the annual conference that policymakers plan to boost domestic demand and carry out economic restructuring to maintain a sound economic growth amid the deepening global financial crisis.</p>
<p>Under the worsening global economic situation, the World Bank was forced to cut its growth forecast for the world economy from 1 percent to 0.9 percent next year. And the global trade volume would decrease by 2.1 percent, it said.</p>
<p>To tackle the crisis, the government<span id="more-1563"></span> has put creation of jobs and improving people’s livelihood on top of its agenda, the CEWC said. A China Central Television (CCTV) report said the government would increase its spending on rural development, education, services, healthcare, social security, job creation, environmental protection and technological innovation.</p>
<p>To boost domestic demand and minimize the impact of the crisis, last month the government announced a $586-billion stimulus package on November 9th and cut down the interest rate by 1.08 percentage points, the highest in 11 years.</p>
<p>While maintaining its proactive fiscal policy and moderately relaxed monetary policy, the country will implement a “flexible and careful” macroeconomic regulation to ensure that the economy achieves positive progress next year, the conference said.</p>
<p>The country will aim for a “stable and healthy” development of the capital and real estate markets after its major stock indices have fallen by more than two-thirds since late last year and property sales dropped dramatically in some cities, it said.</p>
<p>The top leadership expressed confidence in bolstering economic growth, saying the country has been able to minimize the impact of the global financial crisis.</p>
<p>“The only thing we have to fear is fear itself,” Premier Wen told the CEWC, quoting former US president Franklin D. Roosevelt’s words during the Great Depression, according to sources. “China has the ability to overcome difficulties,” Wen said.</p>
<p>Analysts widely expect the government to set an 8 percent GDP growth target for next year.</p>
<p>This is somewhere between the World Bank’s prediction of 7.5 percent and the country’s top think tank, Chinese Academy of Social Sciences’ forecast of 9.3 percent.</p>
<p>Despite the World Bank forecast of 7.5 percent GDP growth for China next year, its chief economist Justin Yifu Lin told Xinhua that the country could manage to achieve an 8 percent growth.</p>
<p>“It would be more realistic to put the growth forecast at 8 percent, given the gloomy global situation and China’s determination to boost its economy,” said Dong Yuping, senior economist with the Institute of Finance and Banking of the social sciences academy. “It will depend on the effect of the country’s stimulus package.”</p>
<p>The conference emphasized that more efforts should be made to “solve problems related to interests of ordinary people, so as to maintain social stability”. And all measures taken will ultimately target improving people’s living standard, they said.</p>
<p>Despite the global financial crisis, important opportunities for China’s economic and social development still exists, participants at the conference said, “It would not be reversed by ongoing global financial woes”.</p>
<p>In this regard, expenditures in public areas will be “substantially increased” and those in major areas guaranteed.</p>
<p>The conference agreed that wide-ranging measures should be taken to improve the social welfare system both in urban and rural areas.</p>

<p>The conference which began in Beijing on Monday will come to an end today. The three-day event is expected to how more details on how the government will use fiscal and monetary measures to support employment and domestic demand, while reducing excessive dependence on exports.</p>
<p>According to Song Hong, a researcher with the Chinese Academy of Social Science (CASS), the meeting will announce the detailed measures for the goal of economic growth in <span id="more-1495"></span>2009, the minimum required to control the unemployment situation.</p>
<p>Song was one of the two economists who attended a Nov 28 meeting with top Party officials to discuss economic priorities for 2009.</p>
<p>The nation’s economic growth dropped to 9% in the third quarter, and the situation may be worse because of the global crisis, the World Bank forecast earlier.</p>
<p>Such growth is absolutely not enough for China, because the nation needs to create 10 million jobs for fresh job seekers each year. Over the past months, the bankrupt of a number of factories in the costal export bases have caused layoffs of hundreds of thousands of migrant workers.</p>
<p>The government has to announce several stimulus packages and cut interest rates to spur domestic demand in the bleak situation.</p>
<p>It is said that the government may express how and where to use the stimulus package in detail at the conference.</p>
<p>The package could bolster annual GDP growth by 1% point by 2010, Zhang Ping, minister of the National Development and Reform Commission said earlier. Based on the data, 1% growth could create about 1million jobs.</p>
<p>Song forecasted that the policy makers may continue to the ongoing stimulus measures, because the $586 package is not enough in the worsening world economy.</p>

But nowadays, things changed. The country’s rapid economic growth has stimulated a greater need for logistics services-creating demand for related equipment.</p>
<p>Zhou Yun, secretary-general of the logistics branch under the Chinese Mechanical Engineering Society, agrees China has come a long way in the industry. He notes the country today boasts logistics equipment giant Zhenghua Port Machinery Co Ltd, which holds a market share of up to 70 percent in the world’s port machinery sector.</p>
<p>The industry has also become more competitive for China-made products as major international manufacturers within the sector have set up joint ventures or wholly owned plants in the country. Industry experts welcome the move because during the process of bringing in increased foreign capital and advanced production facilities, China can share knowledge between Wests.</p>
<p>There are both confidence and worries in experts’ opinions. Although it has been given the strong momentum of the logistics industry, experts still worry about their too fast development which may bring bad effect if they don’t have adequate capacities. As a result, the profit margin of the traditional logistics sector like transportation has been squeezed to less than 5 percent.</p>
<p>Chinese companies need to improve their technology and develop a niche market to compete.</p>
<p>Zhou said the one-stop logistics service in Chinese companies is still very few, but it’s unnecessary for all of them to have such kind of service.</p>
<p>The support of government through investments in technological developments will also be very helpful, Zhou added.</p>
