(herein after referred to as the collection agent) to internationally collect project designs for the Second Bridge in Humen, Guangdong, China.</p>
<p><b>1. Project Briefs</b></p>
<p>The Second bridge is a connecting line in the planned expressway network<span id="more-2230"></span> of Guangdong province, to be a high-class expressway crossing the core economic area of the Zhujiang River Delta from east to west. The bridge starts from Dongyong, Fanyu in the west, meeting the southern section of the Zhujiang River Delta area’s ring road as well as the Jingzhu Expressway (from Beijing to Zhuhai, Guangdong), and ends at the Houjie intersection, meeting the Guangshen expressway (from Guangzhou to Shenzhen). The bridge meets the planned expressway from Houjie to Liaobu. The length of the whole line, the entire bridge, is 20.92 km. The main bridge of the planned Second Bridge of Humen, Guangdong is about 10 km north of Humen and about 20 km south of Huangpu Bridge of the Zhujiang River, crossing over the Dasha and Nizhou waterways. The width of Dasha water way surface is about 1.5 km, with the navigable net width not less than 1,164 m; the width of Nizhou water way surface is about 2.4 km, with the navigable net width not less than 1,154 m. The waterways have high navigable requirements, resulting in the need and conditions to construct a world-class super-large bridge. The total investment of the project is about RMB12 billion which will be self-raised.</p>
<p><b>2. Purpose and content of design collection</b></p>
<p>The construction objectives of the project are “safe and durable, harmonious and attractive, environmental and economic, scientific and innovative” that should all be used in designs. The responders should consider all the basic background elements including the bridge’s positioning plan, the geology, water, climate and environment conditions as well as the advanced philosophy in long span bridge design. Respondents’ own design experience is encouraged to be used based on the given requirements.</p>
<p>Respondents are to submit the following documents:</p>
<p>(1) Whole-picture design scheme of the bridge and necessary structure and component part design;</p>
<p>(2) Supporting technical materials for the whole-picture design scheme of the bridge, including (but not limited to) the following:</p>
<p>a. Main considerations and reasons about the span layout, bridge type and structure system in the design scheme;</p>
<p>b. Scheme explanations of the main component parts of the bridge;</p>
<p>c. Reasonable explanations about the design ability and practicality in the design scheme;</p>
<p>d. Consideration of the main operation plan or techniques in the design scheme;</p>
<p>e. Aesthetic presentation of the environmental harmony and bridge vision in the design scheme;</p>
<p>f. New materials or techniques that the design may involve, and necessity and practicality of adopting the new materials or techniques;</p>
<p>g. Consideration of the design scheme about the operation and maintenance of the bridge;</p>
<p>h. Consideration of the design scheme about controlling the building cost of the bridge;</p>
<p>i. Suggestions on key and difficult points of the design if the design scheme is adopted;</p>
<p>The above supporting materials should be brief and clear, explaining how to put into practice the general design and stating the advantages of the design, with necessary simple drawing or calculation sheet or concrete examples.</p>
<p><b>3. Qualification requirements</b></p>
<p>Any units, organizations, groups, associations or individuals, home or abroad, with experience in large-scale bridge design can apply to this design scheme collection.</p>
<p>Respondents can apply independently or in form of joint ventures, but the total partners of a joint venture should not be more than three.</p>
<p>In form of joint ventures, the partner in charge should have large-scale bridge design experience.</p>

<p>c. Domestic individual respondents: ID card (copy) and most representative works of any previous bridge design (copy).</p>
<p>d. Foreign corporations, organizations, groups or associations: relevant institutional license or certificate (copy with Chinese translation) and most representative works of bridge design before (copy with Chinese translation).</p>
<p>e. For foreign individual responders: valid ID certificate (copy) and most representative works of any previous bridge design (copy with Chinese translation).</p>
<p>For online sign up, respondents should upload (a designated link for uploading is reserved on the website) or fax the documents required above. Short-listed candidates will be informed online after the confirmation.</p>
<p><b>5. Site visit</b></p>
<p>Collector will arrange site visit to the location of this project on the following date and address:</p>

<p><b>6. Meeting for design scheme collection</b></p>
<p>An introduction meeting will be held on the following date and address for this design scheme collection competition:</p>

<p>No other introduction meeting will be held for respondents coming after the scheduled date.</p>
<p><b>7. Submission of Design Scheme</b></p>
<p>Responders should submit the design scheme according to the following schedule. No earlier, no later.</p>
<p>Time: 9:00 -11:30 AM, 2:00 – 5:00 PM, July 27 – 31, 2009 (Beijing Time)</p>

<p>Respondents can also mail the design schemes to arrive before the deadline. (Postal packages should be noted with “Design Scheme for the Project of the Second Bridge of Humen, Guangdong” as well as respondents name, contact telephone number, contact fax number, etc.) Respondents should guarantee the design schemes to be delivered to the designated address within the above required time and should bear the risks of missing, delay, damage during delivery and consequence result.</p>
<p><b>8. Rewards for Chosen Design</b></p>
<p>The Collector will arrange for the Design Review Committee to review all the design schemes for a preliminary examination and choose 6 design schemes for the final decision.</p>
<p>In accordance with the final result, a winner for the First Prize will be rewarded with RMB2,000,000; two winners for the Second Prize, RMB800,000 each; three winners for the Third Prize, RMB200,000 each.</p>
<p>Besides, the model views for rewarded design schemes (with the name of the designers) will be exhibited in the Memorial Museum to the Bridge in the future.</p>
<p>Other than the above mentioned rewards, the collector shall not be responsible for any compensation to other respondents. If the Design Review Committee decides that no design schemes can meet with the requirements for this design scheme collection, some or all of the prizes can be vacant.</p>
<p><b>9. Design Review Committee Composition</b></p>
<p>The examination of design schemes for this project will be carried out by the Design Review Committee designated by the Collector, which composed of 6 bridge experts and 3 architecture aesthetics experts, from home and abroad.</p>

The government has taken some measures with to help the local companies overcome the global financial crisis. Among these measures, the opening of the website is just one of these measures, he added. </p>
<p>According to Wan, with the website, companies can apply for documents and licenses. They also can put forward advice and ask for help from the officials who are responsible for foreign trade in Guangdong Province. </p>
<p>The total of imports and exports amounted to 36.6 billion yuan (i.e. $5.3 billion) in January. It decreased by 31% compared to the same period last year, he said. </p>
<p>They are confronted with great challenges of foreign trade which they have never met before, he said. </p>
<p>Liang Yaowen, the director of the provincial foreign trade and economic cooperation department, said that the foreign trade of Guangdong is likely to decline in the first four months of this year, when he addressed at a banquet for trade officials. </p>
<p>Liang analyzed that many firms are buying fewer raw materials from foreign countries. Therefore, the sales of their own goods will have a worse prospect in the foreign market naturally. </p>
<p>Besides, some hi-tech companies, such as Fox-conn which is funded by Taiwan and Flextronics which is funded by Singapore, have reduced their businesses due to the global economic depression, he said. </p>

But business like Ouyang’s in this toy-making hub in Shantou of Guangdong province has been relatively unscathed.</p>
<p>Exports have dropped only very slightly, Ouyang said, about 30% products of her company cater to the domestic market, while 5% aims to Europe and the US, and the rest goes to Southeast Asia.<span id="more-1908"></span></p>
<p>Shantou may have previously envied its Pearl River Delta cousins for their once-booming original equipment manufacturer (OEM) businesses that depend heavily on overseas clients.</p>
<p>But with global economic gloom shrouding the toy industry in Dongguan, another Guangdong toy-making hub, talk of widespread factory closures and retrenched workers heading back has left many Shantou businesses relieved for not casting their lot with the OEM sector.</p>
<p>Many factories in Shantou are facing hard time, Li said. The decrease of orders has also forced a number of toy factories in Chenghai to send their workers home early this winter.</p>
<p>As one of the three main toy-making bases in Guangdong, Shantou has more than 10,000 factories and about 120,000 workers in Chenghai. Based on the official statistics in the first 10 months, toys accounted for 9.9% of the city’s exports, which was a 33% increase year-on-year.</p>
<p>According to Chen Zhiwei, an official with the Chenghai district information office, many factories in the area have recently reduced or suspended production to minimize losses.</p>
<p>But it is unnecessary to confuse the normal fluctuation of the smaller firms with the direct impact of the global crisis, he added, the reasons that companies go bust could be various. It happens all the time.</p>
<p>Huawei Toys Crafts Co, a 3,000-worker enterprise with a 300-million-yuan ($43.8 million) annual output, also felt the impact of the crisis earlier.</p>
<p>A continuous appreciation of yuan during last month raised export prices. Chinese products involving scandals result in environmental, safety and manufacturing standards. Costs were also driven up by additional tests and certificates required of business.</p>

<p>Since small and medium-sized enterprises (<a href="http://www.bpovia.com">SME</a>s) in Guangdong has been struggling with the global economic crisis for such a long time, the provincial government is planning to take measures to help <a href="http://www.bpovia.com">SME</a>s improve their innovation capacity.<span id="more-1836"></span></p>
<p>Each year, the provincial government will appropriate at least 200 million yuan to help <a href="http://www.bpovia.com">SME</a>s development technology.</p>
<p>The government has done all they can to reduce the crisis impact on <a href="http://www.bpovia.com">SME</a>s. But during the global recession, there are still some <a href="http://www.bpovia.com">SME</a>s going well in adversity.</p>
<p>Jian Juefei, the general manager of Foshan Jian’s Household Electrical Alliances Manufactory, is confident with his company and the future.</p>
<p>In 2008, sales volume and revenues of the company are both better than 2007.</p>
<p>Currently, Jian’s purple clayware has accounted for 60% of the domestic market share.</p>
<p>As a leading role in the clayware industry and one of the most professional clayware makers, the company has been run by Jian for more than 20 years.</p>
<p>They have never lost their focus since they decided to produce purple clayware in 1986, Jian said, the key to success is a clear mission making one thing.</p>
<p>The central government is encouraging domestic enterprises to shift their emphasis from the international market to domestic sales to withstand the global crisis.</p>
<p>Jian’s company has always been doing this, with 80% of its products are sold in China.</p>
<p>As the general manager said, in order to survive from the crisis, enterprises must be very strong in their internal management.</p>
<p>Blaming the external environment is not what they should do, but they should find solutions by themselves, he said.</p>
<p>He believes the domestic market of daily commodities will recover soon because no matter how bad the economy is, people always need them, he added, keeping innovation and upgrading products is the only way to keep growing.</p>
<p>The government is going to spend 1 billion yuan every year until 2012 to help modern service providers and advanced manufacturing enterprises sustain development.</p>
<p>A special fund will also be established by the government to support import and export companies which is likely to keep growing in the future.</p>
<p>Every year, the provincial government will spend at least 700 million yuan to support the less developed areas including the western and eastern Guangdong to develop economy.</p>

<p>Currently Guangdong province only owns 0.45 mu of arable land per capita, less than <span id="more-1822"></span>a third of the national average, and less than a 10th of the world average.</p>
<p>Since industrial development will occupy more land, authorities in Guangdong are going to reclaim 2.5 million mu (165,000 hectares) arable lands from the sea and hillsides over the next five year, according to a government official last month.</p>
<p>Zhao Yufang, director of the provincial land and resources department, said at a press conference that the government will spend 4 billion yuan ($584 million) to the project.</p>
<p>Guangdong province needs to increase the figure of arable land to make sure they have sufficient land for agricultural development.</p>
<p>Because of the rapid industrialization, arable land banks in the province have been decreased significantly in recent decades. Now Guangdong has to learn how to efficiently use every inch of its land.</p>
<p>Zhao said at the same time, the lands that have been leased but as yet undeveloped will also be reclaimed over the next five years.</p>
<p>The provincial government has urged all city authorities to protect arable land and strictly control the rate of expansion of land for industrial development.</p>
<p>Projects that will help boost the local economy a lot will be supported by newly leased land, said Zhao.</p>
<p>Based on the opinion of Li Qingqing, an associate professor of economics with South China Normal University, Guangdong province should boost its industries which require less land than manufacturing, such as hi-tech and tertiary industries.</p>
<p>The proposal suits the Pearl River Delta region, where the manufacturing industry has boomed over the past 30 years, Li added, reclaiming land from the sea is a good idea.</p>
<p>The province Guangdong has a long coastline of 3,000 km, which can provide plenty of land to be reclaimed.</p>

Trade and investment between Hong Kong, Macao and Guangdong continues to grow since the Closer Economic Partnership Arrangement (CEPA) between the government of the Hong Kong Special Administrative Region (SAR) and the central government that has been signed on June 29, 2003.</p>
<p>A similar agreement, known as the Mainland and Macao Closer Economic Partnership Arrangement, was signed between <span id="more-1692"></span>the government of Macao SAR and the central government on October 18, 2003.</p>
<p>Both the two agreements took effect on January 1, 2004. Annual supplements to the agreements have also been signed between the central and Hong Kong governments.</p>
<p>With the aim to further open the mainland market to Hong Kong-based businesses, especially the service industry, the fifth supplement to CEPA in Hong Kong was signed on July 30 this year.</p>
<p>Owing to the excellent geographical advantages, Guangdong obtains significant benefits from the CEPA.</p>
<p>Based on recent statistics from a Guangdong industrial and commercial department, there have been more than 432,000 Hong Kong-invested enterprises in the province last February, which accounted for over 60% of its overseas invested companies.</p>
<p>More than a half of the province’s foreign investment capital, which was nearly $200 billion, came from Hong Kong.</p>
<p>Last year, 6,000 new companies from Hong Kong joined in the procession of investing in Guangdong, bringing their investment capital of more than $15 billion, while the number of Guangdong enterprises investing in Hong Kong was also increasing.</p>
<p>According to Hong Kong’s department of foreign trade, it is the destination of 40% of Guangdong’s overseas investment.</p>
<p>Many Guangdong enterprises, including TCL and Huawei, have been more competitive in the global market through the platform Hong Kong provided.</p>
<p>Economic cooperation in the region has lasted for 30 years since China began its reform and opening-up in 1970s. Chen Guanghan, an expert on Hong Kong and Macao at Guangzhou’s Sun Yat-sen University said that Guangdong and the Pearl River Delta seized the right opportunity to develop economic relationships with Hong Kong and Macao and archived a lot in economy.</p>
<p>The delta region has become the second home for many Hong Kong companies, especially those in labour-intensive manufacturing because of its offering low-priced land and labour.</p>
<p>Now the world market usually considers the PRD, Hong Kong and Macao as an ‘Golden Delta’, Chen said, after Hong Kong’s return to motherland and the implementation of CEPA, cooperation entered a new era.</p>
<p>Today Hong Kong and Guangdong are interdependent and indispensable to each other, he added.</p>
<p>An important result of the cooperation is that Hong Kong has become a global trading and logistic centre as Guangdong became a base of manufacturing.</p>
<p>Because of the opening of Guangdong, Hong Kong transferred most of its manufacturing enterprises to the province to focus on the development of service industry.</p>
<p>Even though the range of industries and development in Guangdong has been enlarged, the province will still focus on manufacturing, Chen said.</p>

The treatment plant applies the improved A2/O process and its capacity will be extended from existing 50,000 ton per day to 200,000 ton per day under this contract. <p>Of the total mount, about 1.26 trillion yuan will be used to build expressways, extend railway tracks, refurbish ports and airports, and build power generation plants. 731.2 billion yuan will put to boost the advanced manufacturing and modern service industries which include <span id="more-795"></span>iron and steel processing plants, refineries and ship building and repairing. About 375 billion yuan will be put aside for developing the public facilities in the city as well as the rural areas.</p>
<p>Li Miaojun, director of the provincial development and reform commission said to Najing Daily On Oct 11 that the massive investment is expected to stimulate the development of a wide range of industries, and even to improve the current bleak economic environment. “Projects that are ready to begin construction are urged to do so as soon as possible, while those that are in agreement with the nation’s industrial policy are encouraged to begin preparatory work as soon as possible,” she said.</p>
<p>Li Qingqing, an associate professor of economics with South China Normal University, said the positive fiscal policy is necessary at the time of economic slowdown. The budget of 346.4 billion yuan for railway projects is expected to create a market demand for building materials in the next five years including iron, steel and cement worth more than 100 billion yuan, and more than 60 billion yuan for the equipment manufacturing industry.</p>
<p>Li added that such investment will improve the infrastructure of the province in a wide range, and that will pave a solid way for future development of Guangdong.</p>
<p>Huang Huahua, governor of Guangdong said in a recent interview with the Xinhua News Agency that the budget is part of the measure to stem further economic slowdown in Guangdong.</p>
<p>To encourage consumption, the province will modify the minimal salary standard, and improve welfare in the rural areas, such as social security, pensions, public facilities and services, etc.</p>

<p>It is reported that Quanyu has found colleges and research institutions to be its partners producing high-end electronic toys. The company is planning to pump in 150 million yuan to expand its capabilities in toy-making.</p>
<p>Cai said they will also enter the market of animation industry. The company is negotiation with the trademark owner of a popular animated series in China to produce affiliated toys. But that is only a beginning.</p>
<p>Cai will never give up the things he is doing. He believes toys are necessary to some extent because people will demand for toys anyway. The only question is, he said, whether you have chosen the right products.</p>
<p>The principle Cai always keeps in mind is fittest survival.</p>
<p>According to Guo, they’ve got more orders, but they are still afraid of coping with the really big ones.</p>
<p>Indeed, there is talk in Chenghai about overseas clients going broke and being unable to fulfill contracts.</p>
<p>Li Jun though they will not escape from the crisis if the recession persists in the United States and Europe. The city’s export to North America and Europe is already slowing down.</p>
<p>Based on the report of the Shangtou Special Economic Zone Evening News, DHL Shangtou, which focuses on express delivery between the city and the US and European countries has drop one-third form October to November.</p>
<p>As no one is sure about how long the crisis will last, Li Jun and his colleagues are looking for new market such as Middle East, Africa and Southeast Asian countries.</p>

<p>According to Guo Zhuocai, Huawei director and president of the Chenghai Toys Association, the market is to unsteady to be predictable and everything became more expensive.</p>

<p>Although the overall output value of Chenghai’s toy industry rose by almost 20% this year, profits have almost halved, Guo said. However, he added, factory closures in Dongguan will not happen in Chenhai because they have their own brands.</p>
<p>Guo and Shantou entrepreneurs have considered OEM factories as weak ones because it is said that OEMs depend heavily on overseas clients. All the big toy-makers in Chenghai, has been proved to grow up on their own, Guo said.</p>
<p>“From computer-assisted designing and manual molding, to packaging, you name it, we have it,” Guo said.</p>
<p>The dazzling signposts advertising for spare parts like screws and molds lining the streets of Chenghai has become a kind of convenience for manufacturers which has even attracted people from economic powerhouse Shenzhen to start their businesses here, according to Guo.</p>
<p>In order to enlarge his business, Guo decided to venture into the cartoon and animation industry, though he does not see any clear and present danger to his business so far. He has signed a contract with state broadcaster China Central Television.</p>
<p>Guo said that there have been eight Chenghai companies entering the animation market.</p>
<p>Similarly, Auldey Toy Industry, another major toymaker focusing on the domestic market, has transformed and renamed itself Alpha Animation and Culture Co. Only one of its four affiliated companies makes toys. It has even formed a joint venture with the China Film Group.</p>
<p>Chenghai’s largest manufacturer of holiday gifts and ornaments, Quanyu Arts Toys Co, is also aiming to a lucrative future in animation.</p>
<p>As always, Quanyu’s factory suspends production between mid-October and February.</p>
<p>Quanyu deputy general manager Cai Zeliang said orders for Halloween buying season fell 15% from the previous periods. Cai also said at least he does not have to worry about his company because his client is US retail giant Walmart.</p>
<p>Cai was confident with his company this year.</p>
