<p class="MsoNormal" style="text-align: center;" align="center">Invitation to Leading Technological Talent from Home and Abroad</p>
<p class="MsoNormal">To further implement its talent strategy, build a strong contingent of technological leaders and world-class innovative science and technology zone, the Guangzhou Hi-Tech Industrial Development Zone, Guangzhou Free Trade Zone, Guangzhou Export Processing Zone — referred to as Guangzhou Development District — is recruiting technological talents from home and abroad to establish ventures in the zone.<span id="more-1631"></span></p>
<p class="MsoNormal"><strong> I. Candidates and conditions</strong></p>
<p class="MsoNormal">The projects initiated by the candidates must be consistent with the direction of the industrial development in the zone and be closely related with his or her core technological field and must meet one of the following requirements:</p>
<p class="MsoNormal">1. Must possess an independent intellectual property right, have world-advanced technological achievements with high technological content that can fill a technological gap in the country and have good market potential and industrialization outlook.</p>
<p class="MsoNormal">2. Must have many years of experience working overseas, worked as a leader in an international discipline or a scientific and technological field and be capable of leading the industry at the forefront of international development.</p>
<p class="MsoNormal">3. Must be a leader in a technological field or discipline in a key state-level laboratory, discipline or engineering research center.</p>
<p class="MsoNormal"><strong>II. Application procedures</strong></p>
<p class="MsoNormal">1. Application</p>
<p class="MsoNormal">The first batch of applications will be<!--more--> accepted from December 2008 to December 31, 2009. Applicants can download the application form at <a href="http://www.getdd.gov.cn/">www.getdd.gov.cn</a> and submit a business plan and the project application together with copies of relevant qualifications, work and technological achievements, intellectual property certification, valid identity document, industrial and commercial and taxation registrations and other supplementary materials.</p>
<p class="MsoNormal">2. Preliminary examination</p>
<p class="MsoNormal">Preliminary examination will be conducted at the Leading Talent Working Group Office of the Guangzhou Development District.</p>
<p class="MsoNormal">3. Interview</p>
<p class="MsoNormal">The preliminary examination result will be submitted to the expert group to be examined and used as a reference for the interview.</p>
<p class="MsoNormal">4. Examination</p>
<p class="MsoNormal">Expert group will submit the results of interview to the working group to be examined.</p>
<p class="MsoNormal">5. Public notification</p>
<p class="MsoNormal"><span style="font-family: Arial;" lang="EN-US">The successful candidates will be announced publicly in provincial or higher media for 15 days.</span></p>
<p class="MsoNormal">6. Issuing certificate</p>
<p class="MsoNormal">If no public objection is made, the candidates will be awarded a certificate as the technological leader for Guangzhou Development District and sign a venture-supporting agreement.</p>
<p class="MsoNormal"><strong>III. Preferential policies</strong></p>
<p class="MsoNormal">1. Financial assistance for new venture</p>
<p class="MsoNormal">A maximum of <strong>RMB</strong>6 million will be provided by the development zone as seed money for projects initiated by each of the technological leaders, who may also has access to: a maximum of <strong>RMB</strong>5 million venture-guiding capital from equity investors; a matching sum if his or her project has been invested by other ventures; two-year discount loans; up to RMB500,000 annual income tax subsidies.</p>
<p class="MsoNormal">2. Support by venture carriers</p>
<p class="MsoNormal">Venture projects settled in incubators or accelerators will be provided a maximum of 2,000 square meters of workspace with 3 years of rent exemption.</p>
<p class="MsoNormal">3. Housing</p>
<p class="MsoNormal">Technological leaders single or with family, will be provided with a rent-free apartment; an <strong>RMB</strong>1 million after-tax housing allowance will be provided for those whose operating revenue of the initiated project in the zone has surpassed RMB50 million in 3 years.</p>
<p class="MsoNormal">4. Living support</p>
<p class="MsoNormal">Each of the technological leaders and their families settled in the zone will be granted a one-time household allowance of <strong>RMB</strong>30,000 plus <strong>RMB</strong>2,000 in monthly transport subsidies, with their spouses and children given job recommendations by the labor and social security department of the zone; the children of the leaders can also enter any nursery, primary and middle schools in the zone.</p>
<p class="MsoNormal">5. Medical and health care</p>
<p class="MsoNormal">Medical and health service cards will be provided for technological leaders, who will enjoy public medical care, preferential services in designated hospitals, a free physical examination, health and medical care services every six months, including medical record establishment and health tracking services.</p>
<p class="MsoNormal">6. Academic-exchange platform</p>
<p class="MsoNormal">A technological leader club will be established to provide one or two overseas trips for observation and study or academic exchanges each year to those who have made outstanding contributions to the zone or whose work demands these visits. The financial assistance for each of these visits cannot exceed RMB20,000; pioneering-work tutors will give them whole-course guidance on their venture projects.</p>

<p>The Canton Fair, as it is known, has been held every spring and autumn since 1957 in the southern city of Guangzhou.</p>
<p>The fair has become the bellwether of the nation’s foreign trade climate. People express their feeling “honoured” to be part of it.</p>
<p>In the early days, over 80 percent of China’s foreign trade deals were done with socialist countries led by the Soviet Union. But in the 1950s, Guangzhou was already the venue for entrepreneurs from Hong Kong, Macao<span id="more-276"></span> and Southeast Asian countries looking to do business with the mainland.</p>
<p>Guangzhou has a good position to do export trade with the outside world, as it neighbours Hong Kong, from where goods can be transported to other parts of the world. That’s why the State Council, short of foreign exchange income at the time, made the city host of the first trade fair.</p>
<p>The first session brought 1,223 businesspeople from 19 countries. They made $18 million worth of deals. More than half of the goods at the fair were food products, textiles and crafts. Hong Kong and Macao bought over 80 percent of the goods, while Asian countries bought the rest.</p>
<p>The fair has changed a lot recent years, reflecting China’s emergence form a peripheral participant in global trade to one of the largest exporters. More buyers from the US and Europe began attending the fair in the late 1970s and 1980s at the beginning of the economic reform. In recent years, a more diversified export market has brought traders from Africa, India and the Middle East.</p>
<p>The fair has also mirrored a significant change in the nation’s trade environment, when it set up import booths for the first time at the 100th session in 2006.</p>
<p>The name of the event changed to the China Import and Export Fair, as the once cash-strapped country tried to reduce its trade surplus by buying more from other countries.<br />
