It is&#160; announced that in order to further industrial cooperation with Taiwan, Pingtan Island is to be set up as a special economic zone. </p>
<p>Nowadays, Pingtan Island, the fifth largest island in China, attracts the attention of experts from both sides of the straits. Considering its location, the experts are trying to found a new model for the island, which lies 28 km from the provincial capital Fuzhou and about 120 km from Taiwan. </p>
<p>In order to bring benefit for<span id="more-2434"></span> both sides as well as to create a series of preferential policies for Taiwan investors, Pingtan Island is considered to be built into a pioneering area regarding exchange and cooperation cross the strait. </p>
<p>On the same day, Chen Hua, Fujian’s deputy governor made a speech to the public. He stressed the importance of maintaining the island’s original appearance above all. He also confirmed the island’s specific status in enhancing cross-straits industrial cooperation based on its unique and strategic location. </p>
<p>According to Chen’s imagine, Pingtan Island will be equipped with a modern industrial system which is characteristic as well as mutually-beneficial. It will become a frontier platform for cross-straits cooperation in the near future. </p>
<p>The cultural and business ties between Fujian and Taiwan are inseparably close. There are over 10000 Taiwan businessmen and women who dwell in Fujian permanently. </p>
<p>Fujian is the ancestral home for more than 80 percent of Taiwanese. So it is hardly surprising that most Taiwan’s culture, beliefs and arts were inherited from Fujian. </p>
<p>There are direct cross-straits flights in Xiamen and Fuzhou airports, with Xiamen Airlines being the first mainland airline to have a subsidiary in Taiwan.</p>

<p class="MsoNormal"><span style="14pt;">The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of Fuzhou Nantai Island Peri-Urban Development Project, and it</span><span id="more-354"></span><span style="14pt;"> intends to apply part of the proceeds of this loan to payments under the contract for Works for Construction of Fuzhou Kuiqi Bridge. Fuzhou Municipal Construction &amp; Development Company now invites sealed bids from eligible bidders for Works for Construction of Fuzhou Kuiqi Bridge. The construction period is 30 months.</span></p>
<p class="MsoNormal"><span style="14pt;">Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to bidders from all countries as defined in the guidelines.</span></p>
<p class="MsoNormal"><span style="14pt;">Interested eligible bidders may obtain further information from and inspect the bidding documents at CNCCC International Tendering Co., Ltd. (address below) from 9:00 to 16:00 hours. A complete set of bidding documents in English and in Chinese may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB3,000 or in USD450. The method of payment will be by cash, cashier’s check or direct deposit to the Procurement Agent’s account number 8884292000118, Shanghai Pudong Development Bank Beijing Branch Anhuaqiao Sub-Branch. The document may be sent by courier for an additional fee of RMB500 or USD75. No liability will be accepted for loss or late delivery.</span></p>

<p class="MsoNormal"><span style="14pt;">It is anticipated that the contract duration will be 24 months.</span></p>
<p class="MsoNormal"><span style="14pt;">China International Tendering Company (the Procurement Agent), for and on behalf of Fuzhou Municipal Construction &amp; Development Company (the Client), now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (information about the firms, experience in projects of similar conditions, availability of staff, etc.). Consultants may associate to enhance their qualifications.</span></p>
<p class="MsoNormal"><span style="14pt;">Consultant selection will be carried out in accordance with the procedures set out by Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Oct. 2006 edition).
