<p>According to the new round of general planning, Siyang will be developed into an emergent medium-sized industrial and trading eco-city, featuring “the landscape of both rivers, combining the Chu and Han cultures, and supported by the textile and garment industry, the intensive wood industry and the electric illumination industry”. The establishment of the “three districts” of the central urban district in the northern bank of the Canal, the ancient township in the southern bank of the Canal and the provincial level economic development district has already taken shape.</p>
<p>To showcase the aquatic culture of the city, display the features of a riverside metropolis, give full play to the historical, social and economic efficiencies of the canal system, establish “the water city and the new city alongside the Canal”, the People’s Government of Siyang County empowers the Siyang Construction Bureau to publicly invite international and domestic planning organizations to tender proposals for the “Siyang County Jinghang Canal Bank Landscape Planning” development. The bureau is looking for proposals from design institutions with Class-A city planning design qualifications and Class-A construction design qualifications. Overseas design institutions, legally trading in China, must demonstrate independent legal status to participate in the tendering process.</p>

<p>The most competitive State-owned enterprises, such as Sinopec and State Grid, will<span id="more-2136"></span> supply investments to the 45 projects, focusing on infrastructure construction, manufacturing and service sectors. </p>
<p>14 of the 45 projects have an investment of more than 5 billion yuan which include a wind power project by China Guodian Corp in Nantong and a container terminal by COSCO Group in Suzhou. China Communication Construction Co Ltd in Lianyungang on coastal development has supplied investment to the biggest single project which contains 20 billion yuan. </p>
<p>The provincial government will help to start these projects timely. What is more, they will supply special policy support to some projects, said Luo Zhijun, governor of the east coastal province. </p>
<p>310 State-owned enterprises in Jiangsu created 1.1 trillion yuan business revenue in 2008, accounting for one sixth of the province’s total, which have made a great contribution to regional GDP of Jiangsu, exceeding 3 trillion yuan, a 12.5 percent increase year-on-year. </p>
<p>According to Li Rongrong, minister of the State Assets Supervision and Administration Commission, Jiangsu has advantages in talents, market and economic foundation, and SOEs have competitiveness, management and technologies. Cooperation between the two will definitely benefit both sides.</p>

<p>Jiangsu, obviously shown from the statistics, regained investment growth in the last two months of 2008. Also, the vitality was resumed to the sales of commercial residential properties with the 233 percent monthly growth in residential space last December. Even the companies, mainly dealing with export business and being one of the targets that the global financial crisis attacked most severely, have found its turning point. There is a total value of $234 billion in this respect, with an increase of 16.9 percent. </p>
<p>The provincial governor Luo Zhijun made the comment in his government report at the second session of the 11th provincial people’s congress that opened<span id="more-2053"></span> on February 5. He said, “Jiangsu will make greater effort to accelerate the nation’s economic recovery in the way of maintaining steady economic growth, in spite of the ongoing impact of the economic crisis.”</p>
<p>Jiangsu, known as the root of economy of the country apart from Zhejiang province and Shanghai municipality, was described by Guo as “risk-resistant” and “innovative” when confronting the economic recession. </p>
<p>He also said that with the primary task of speeding up the economic development, Jiangsu would never stop stimulating domestic demand and developing an open economy this year. For the latter part, rural reform and development and infrastructure spending would come as the decisive fields. </p>
<p>As a place gathering a large number of private firms, the province would enhance the support for the development of small and medium-sized corporates and hi-tech companies by granting them rights to get loans. At the same time, he added, the province would bring in investments to such important factors as R&amp;D, logistics, environmental protection and services. </p>
<p>“As a matter of fact, the financial crisis has brought us a chance to optimize industrial structures and encourage technological innovations,” the governor said. </p>
<p>“My company was carried out of a tough period by the generally confidence and optimism delivered by the governor,” said Sha Weiping, chairman of Jiangsu Silk Group which achieved double-digit growth in profit last year through persistent investment in R&amp;D and production.</p>

Shanghai came the second and Beijing remaining in sixth position. Wuxi was third, Nanjing fourth and Ningbo fifth.</p>
<p>Forbes China short-listed 194 mainland cities from a pool of 652 candidates with an annual GDP above 19 billion yuan in 2006.</p>
<p>10 of the top 42 cities are from Jiangsu province, nine are from Zhejiang and seven are from Guangdong.</p>
<p>The Yangtze River Delta region was represented by Shanghai and another 23 cities from Zhejiang, Jiangsu and Anhui. The Forbes list was based on each city’s climate for business start-ups and private capital, which is why Hangzhou beat Shanghai for the top placing.<span id="more-222"></span></p>
<p>As the capital city of Jiangsu province, although the GDP created by private companies in Nanjing is not so much as Hangzhou, it is also an essential place in Yangtze River Delta.
