<p>Lying in the lower Yangzte River basin and the Yangzte River Delta economic zone, Nanjing was the capital of China over six ancient dynasties and serves as the capital of Jiangsu Province today. Besides, its setting at the intersection of the Yangzte River with many traditional overland transportation routes has flagged it as a key point between the east-west waterways and the north-south road and railway networks. </p>

<p>The spokesman for the Nanjing real estate administrative bureau, Huang Chang’an, said that the low-rent housing system will get an additional 1.08 billion yuan and that 6 million sq m of affordable apartments will be built before <span id="more-683"></span>the end of 2010.</p>
<p>The measures were announced after Nanjing won the top UN Habitat award at the ongoing World Urban Forum in the city. It is expected to renovate the Qinhuai River and settlements along it.</p>
<p>Huang said that although the real estate market is influenced by the impact of the global financial crisis, the government will try their best to ensure the investment in building affordable housing and renovation old and poor residential areas not falling.</p>
<p>Since 2002, Nanjing has promised to renovate the Qinhuai River, a waterway of enchanting scenery and great cultural heritage but seriously polluted by factories and squatter settlements since the 1980s, he added.</p>

<p>The expo is sponsored by the Ministry of Culture, the Ministry of Housing and Urban-Rural Development, the National Administration of Cultural Relics and the UNESCO China Office, and organized by Nanjing People’s Government, Jiangsu Culture <span id="more-677"></span>Department and Jiangsu Construction Department.</p>
<p>21 cities from home and abroad, including Beijing, Hangzhou, Xi’an, Zhengzhou, Luoyang, Kaifeng, Chengde, Lijiang and Pingyao, and Barcelona, Florence and St Petersburg, were invited to attend the first expo in 2004.</p>
<p>The numbers of participating cities increased in the 2006 City Expo, with 53 mayors or their representatives attending the event, including those from Chengdu, Changsha, Lhasa, Zhengzhou, Hangzhou, Rome, Los Angeles, Nagoya and Auckland.</p>

In a bid to attract yet more companies, Gulou district has adjusted its economic and industrial structure.</p>
<p>Covering about one-tenth of Nanjing, Gulou accounts for nearly one-third of the city revenues, ranking first among the six urban districts. According to Bao Yongan, district Party secretary, one of the most important reason for its high revenues is they have focused on developing the headquarter economy, which also boosts development of the modern services industry in the city—an important strategy to optimize their industrial structure. They seized the opportunity in recent years when big domestic and international companies<span id="more-461"></span> moved their headquarters into secondary country. “Through our efforts, a large number of companies set up their regional headquarters, research and development (R&amp;D) centres and sales operations in Gulou district,” Bao said, “the arrival of these headquarters has generated demand for modern services—a win-win situation.”</p>
<p>Bao said one of the most important advantages for Gulou is its vast group of talents. There are 20 universities, more than 70 different research institutes and over 100,000 professional technicians in this district; more than one-third of the residents have a college-level education. These are the advantages Gulou can use to attract company headquarters. Furthermore, Hulou is placing its priority on the development of hi-tech, modern services and cultural industries.</p>
<p>Four industrial categories are taking shape in Gulou—headquarters finance, business and commerce, R&amp;D and culture-related enterprises. To accommodate the trend of these developments, Gulou has teamed with Lishui County in Nanjing’s suburbs to establish an industrial base, which will help to absorb some production operations of companies not suitable for the city center, said Bao.</p>
<p>While attracting international company headquarters, Gulou did not forget the local enterprises. “We offer support and encouragement in policies, land use and service to local companies,” said Xu Suning, head of Gulou district. Such provincial pillar companies as home appliances asles giant Suning, major salt producer Jiangsu Salt and the Jiangsu provincial publishing house have created a “brand effect” for local companies.</p>
<p>Nowadays, more than 40 multinationals including Siemens, Lucent, Emerson and Panasonic have headquarters in Gulou. In financial services, AIA, Standard Chartered Group and Standard Life, including KPMG China have a presence in Gulou. To facilitate the arrival of these headquarters, Gulou offers “one-stop” services. Last year, the revenues of headquarter operations reached up to 1.92 billion yuan, which is almost three times as much as the number in 2004.</p>
<p>With the rapid growth of company headquarters, Gulou’s industrial mix is also changing gradually, Xu said.</p>

<p>10 of the top 42 cities are from Jiangsu province, nine are from Zhejiang and seven are from Guangdong.</p>
<p>The Yangtze River Delta region was represented by Shanghai and another 23 cities from Zhejiang, Jiangsu and Anhui. The Forbes list was based on each city’s climate for business start-ups and private capital, which is why Hangzhou beat Shanghai for the top placing.<span id="more-222"></span></p>
