Hongze Lake, one of the four largest freshwater lakes in China, lies beside it.</p>
<p>According to the new round of general planning, Siyang will be developed into an emergent medium-sized industrial and trading eco-city, featuring “the landscape of both rivers, combining the Chu and Han cultures, and supported by the textile and garment industry, the intensive wood industry and the electric illumination industry”. The establishment of the “three districts” of the central urban district in the northern bank of the Canal, the ancient township in the southern bank of the Canal and the provincial level economic development district has already taken shape.</p>
<p>To showcase the aquatic culture of the city, display the features of a riverside metropolis, give full play to the historical, social and economic efficiencies of the canal system, establish “the water city and the new city alongside the Canal”, the People’s Government of Siyang County empowers the Siyang Construction Bureau to publicly invite international and domestic planning organizations to tender proposals for the “Siyang County Jinghang Canal Bank Landscape Planning” development. The bureau is looking for proposals from design institutions with Class-A city planning design qualifications and Class-A construction design qualifications. Overseas design institutions, legally trading in China, must demonstrate independent legal status to participate in the tendering process.</p>

<p align="center"><b>At the Design and Construction Stages for the</b></p>
<p align="center"><b>Hong</b><b> Kong-Zhuhai-Macao Bridge (HZMB) Main Bridge Project</b></p>
<p>The Feasibility Study Report of HZMB project was submitted to the National Development and Reform Commission for approval in end December 2008. Meanwhile, the investigation and design of the HZMB Main Bridge under the preliminary design stage has commenced. <span id="more-2183"></span>The HZMB Advance Work Co-ordination Group (AWCG) Project Office (hereafter “the Tender Inviter”), entrusted by the HZMB AWCG, will commence the tendering work for the “Consultancy for Independent Checking and Advisory Services at the Design and Construction Stages for the HZMB Main Bridge Project” (hereafter “the Consultancy”) and now invites international competitive open tenders and conducts assessment of the tenderers’ qualifications.</p>
<p><b>1. Project Brief</b></p>
<p>The proposed HZMB will straddle the waters of Lingdingyang of the Pearl River Estuary. It is not only a large sea crossing linking the Hong Kong Special Administrative Region (HKSAR), Zhuhai City of Guangdong Province (GD) and the Macao Special Administrative Region (MSAR), but also an essential transport construction project included in “National High Speed Road Network Planning” (国家高速公路网规划). Its scope includes: HZMB Main Bridge, Hong Kong Boundary Crossing Facilities (BCF), Zhuhai BCF, Macao BCF, Hong Kong Link Road and Zhuhai Link Road. The HZMB Main Bridge is a bridge-cum-tunnel sea crossing of 29.6km in length from the boundary of Guangdong and HKSAR to the artificial island for Zhuhai and Macao BCFs fronting Gongbei/A Pérola (明珠) at the west.</p>
<p>The cost for the Consultancy will be funded jointly by the governments of HKSAR, GD and MSAR.</p>
<p><b>2. Scope of the Consultancy</b></p>
<p>The scope for the Consultancy comprises two stages, with Stage 1 covering the period of preliminary design and tendering phases, whereas Stage 2 covering the period of detailed design and construction phases. The Consultancy services include independent scrutiny and advisory services on design standards, design documents and associated interim findings, topical studies, the findings arising from professional subconsultant work, key design technicalities and so on; assisting in the tendering processes inclusive of tender documents preparation; preparation of “Construction and Quality Acceptance Standard” and “Operation and Maintenance Manual”; independent scrutiny and advisory services on design variations during the construction stage, overall construction programme and planning proposal for each tender, and special construction proposals; provision of training service and follow-up service for the Client, to mention but a few.</p>
<p><b>3. Tender Form</b></p>
<p>The tenderer can be a consortium of Sino-Foreign Cooperation to bid for the Consultancy. However, the number of consortium members should be limited to a maximum of FOUR. Upon signing of the Agreement of Consortium, any of the consortium members shall not be involved as a participant or a subconsultant of another consortium to tender for this Consultancy. The leading member will represent all members of the consortium to complete the whole tendering exercise.</p>
<p>The tenderer shall satisfy the relevant requirements as stipulated under point 4 of this tender notice below. The foreign participants of a consortium shall be the consulting firms with design or, independent checking and advisory experience on exceptionally large sea/river-crossing bridge and tunnel construction.</p>

<p><b>5. Time and Venue for Application and Purchase of Tender Documents</b></p>
<p>Those interested leading consortium members may purchase the tender documents from Guangzhou Construction Project Bidding Centre (GCPBC) (广州建设工程交易中心) (No. 333, Tianrun Road, Tianhe District, Guangzhou) during the periods of 9:30-11:30am and 14:30-16:30 (Beijing time) on 3rd April 2009, bringing with them the following documents:</p>
<p>i) Certified true copy of enterprise registration proof or legal entity business permit for the enterprise;</p>
<p>ii) Reference letter from organizations (单位介绍信), original of Letter of Delegation from the legal entity, and the Identity Card of the delegated person;</p>
<p>iii) One copy each of documents mentioned in (i) and (ii) above; and,</p>
<p>iv) One copy each of documents showing related project experience (Letter of Tender Award or Contract Document needs enterprise chop).</p>
<p>Price for each set of tender documents is RMB One Thousand and the fee is non-refundable. <p>Domestic applicants and domestic applicants in a joint-venture are required to have independent legal entity qualification, business license, Grade I or above highway engineering construction general contracting certificate and Grade I pavement engineering specialty contracting certificate issued by Ministry of Construction.</p>
<p>4. It is expected that the final result of the Prequalification Evaluation will be issued in May, 2009.</p>
<p>5. Interested eligible Applicants may obtain further information from, and inspect and acquire the Prequalification Documents, at the office of the Employer given below between 9:30-11:30 a.m and 2:30-5:00 p.m. from 31 March 2009 to 11 May 2009 (except holiday).</p>

<p class="MsoNormal">To further implement its talent strategy, build a strong contingent of technological leaders and world-class innovative science and technology zone, the Guangzhou Hi-Tech Industrial Development Zone, Guangzhou Free Trade Zone, Guangzhou Export Processing Zone — referred to as Guangzhou Development District — is recruiting technological talents from home and abroad to establish ventures in the zone.<span id="more-1631"></span></p>
<p class="MsoNormal"><strong> I. Candidates and conditions</strong></p>
<p class="MsoNormal">The projects initiated by the candidates must be consistent with the direction of the industrial development in the zone and be closely related with his or her core technological field and must meet one of the following requirements:</p>
<p class="MsoNormal">1. Must possess an independent intellectual property right, have world-advanced technological achievements with high technological content that can fill a technological gap in the country and have good market potential and industrialization outlook.</p>
<p class="MsoNormal">2. Must have many years of experience working overseas, worked as a leader in an international discipline or a scientific and technological field and be capable of leading the industry at the forefront of international development.</p>
<p class="MsoNormal">3. Must be a leader in a technological field or discipline in a key state-level laboratory, discipline or engineering research center.</p>
<p class="MsoNormal"><strong>II. Application procedures</strong></p>
<p class="MsoNormal">1. Application</p>
<p class="MsoNormal">The first batch of applications will be<!--more--> accepted from December 2008 to December 31, 2009. Applicants can download the application form at <a href="http://www.getdd.gov.cn/">www.getdd.gov.cn</a> and submit a business plan and the project application together with copies of relevant qualifications, work and technological achievements, intellectual property certification, valid identity document, industrial and commercial and taxation registrations and other supplementary materials.</p>
<p class="MsoNormal">2. Preliminary examination</p>
<p class="MsoNormal">Preliminary examination will be conducted at the Leading Talent Working Group Office of the Guangzhou Development District.</p>
<p class="MsoNormal">3. Interview</p>
<p class="MsoNormal">The preliminary examination result will be submitted to the expert group to be examined and used as a reference for the interview.</p>
<p class="MsoNormal">4. Examination</p>
<p class="MsoNormal">Expert group will submit the results of interview to the working group to be examined.</p>
<p class="MsoNormal">5. Public notification</p>
<p class="MsoNormal"><span style="font-family: Arial;" lang="EN-US">The successful candidates will be announced publicly in provincial or higher media for 15 days.</span></p>
<p class="MsoNormal">6. Issuing certificate</p>
<p class="MsoNormal">If no public objection is made, the candidates will be awarded a certificate as the technological leader for Guangzhou Development District and sign a venture-supporting agreement.</p>
<p class="MsoNormal"><strong>III. Preferential policies</strong></p>
<p class="MsoNormal">1. Financial assistance for new venture</p>
<p class="MsoNormal">A maximum of <strong>RMB</strong>6 million will be provided by the development zone as seed money for projects initiated by each of the technological leaders, who may also has access to: a maximum of <strong>RMB</strong>5 million venture-guiding capital from equity investors; a matching sum if his or her project has been invested by other ventures; two-year discount loans; up to RMB500,000 annual income tax subsidies.</p>
<p class="MsoNormal">2. Support by venture carriers</p>
<p class="MsoNormal">Venture projects settled in incubators or accelerators will be provided a maximum of 2,000 square meters of workspace with 3 years of rent exemption.</p>
<p class="MsoNormal">3. Housing</p>
<p class="MsoNormal">Technological leaders single or with family, will be provided with a rent-free apartment; an <strong>RMB</strong>1 million after-tax housing allowance will be provided for those whose operating revenue of the initiated project in the zone has surpassed RMB50 million in 3 years.</p>
<p class="MsoNormal">4. Living support</p>
<p class="MsoNormal">Each of the technological leaders and their families settled in the zone will be granted a one-time household allowance of <strong>RMB</strong>30,000 plus <strong>RMB</strong>2,000 in monthly transport subsidies, with their spouses and children given job recommendations by the labor and social security department of the zone; the children of the leaders can also enter any nursery, primary and middle schools in the zone.</p>
<p class="MsoNormal">5. Medical and health care</p>
<p class="MsoNormal">Medical and health service cards will be provided for technological leaders, who will enjoy public medical care, preferential services in designated hospitals, a free physical examination, health and medical care services every six months, including medical record establishment and health tracking services.</p>
<p class="MsoNormal">6. Academic-exchange platform</p>
<p class="MsoNormal">A technological leader club will be established to provide one or two overseas trips for observation and study or academic exchanges each year to those who have made outstanding contributions to the zone or whose work demands these visits. The financial assistance for each of these visits cannot exceed RMB20,000; pioneering-work tutors will give them whole-course guidance on their venture projects.</p>
