He added that with the strength of those conferences hosted, the outside world would get a better understanding in China’s reaction to the global financial crisis.

“Informative, high-profile and timely” with which the press conference was described by a foreign correspondent, who said that they offered precious opportunities for the interview, was quoted by the official.

It’s said by him that more conferences on the latest actions China would take was to be held in the office’s schemes before early March when China’s annual legislative session began. Those conferences would avail the foreign media of the chance to know the latest actions China took to ease the financial crisis.

On the one hand, invitations would be sent to officials from China’s major decision-making departments, including the National Development and Reform Commission, Ministry of Commerce, State-owned Assets Supervision and Administration Commission, State Administration of Taxation, China Banking Regulatory Commission, China Insurance Regulatory Commission, and State Administration of Foreign Exchange. On the other hand, all the foreign journalists stationed in China are accessible.

The official said, as for the plans reported in the purpose of getting China’s media to a new height, China will take pains to forge its communication capacity, conforming to the country’s international status and the existing degree to which the nation’s society and economy has developed, with the bases of the striking triumphs in the Olympic Games, May 12 earthquake relief and safeguarding stability in Tibet, and in accordance with environment where dramatic changes had taken place between China and the world.

All the efforts are done to offer the world a vivid picture of China, in which the international community can get clearly not only what is China, but also its intention to achieve peaceful and harmonious development through collaboration.

The official explained the important role China’s media are playing. Together, they establish a harmonious world of lasting peace and prosperity by enhancing the understanding between China and the world and promoting the exchanges and cooperation between China and other nations.

But yet, the plan of upraising China’s communication capacity remains to be proven by further research, which was emphasized by him.

In the interview, the official, again, declared that the government’s “plan” to invest 45 billion yean ($6.58 billion) in recent media reports was just something out of nothing, and the country would act, in the process of carrying out the plan, with the principle of sticking closely to the practicability and its capability.

To better guarantee the safety of increasing Chinese food imports, the US Food and Drug Administration opened its first overseas office in Beijing on November 19.

“A permanent FDA presence in China will help us address the challenges presented by globalization,” FDA commissioner Andrew Von Eschebath said at the opening ceremony. They want to cooperate with the Chinese government and manufacturers to make all the FDA standards are met before the food shipment to the United States.

Two more offices will be opened in China, one in Shanghai and the other in Shenzhen. According to Christopher director, eight staff will be stationed in China. They will include inspectors and senior technical experts on regulation, policy, food, medicines and medical devices. They will offer their Chinese counterparts their experience and expertise.

They are responsible for inspecting local facilities, providing guidance on US quality standards, and training local experts to execute inspections on behalf of the FDA.

The opening of the FDA office “provide a very clear signal to the whole world”, said Shao Mingli, deputy health minister and head of China’s State Food and Drug Administration. He noted that their first priority and top responsibility is to protect public health and life. The direct reason for the opening of FDA China is the contamination scandal that caused babies die and 53,000 fall ill this year.

Last week, the FDA issued an “important alert” which said by Eschenbath is a regular practice within the FDA’s regulatory framework, may contain “dairy ingredients”. They urge the importers to ensure the products to be free of such ingredients or melamine, or else they will deny the product entry.

Eschenbath noted that the US would support China to resolve the problem. According to David Achenson, FDA associate commissioner for foods, there is no limit for the lifting of the alert; it depends on the speed of resolving the problem. He still mentioned the United States will continue to import food from China and the amount is going to increase.

The United States imported about $320 billion in products last year, and around $4.4 billion comprised food. According to the data from the US Census Bureau, nearly half of it was seafood. Also, Chen Zhu, Health Minister said on Tuesday that China will send food and quality control officials to the US in the future.

Experts welcome the potential partnership. Setting up offices in both countries will help promote mutual understanding and share more facility information, said Chen Junshi, a senior researcher with the Chinese National Institute for Nutrition and Food Safety.

According to the office of US Health and Human Service (HHS) Secretary Mike Leavitt, the new offices are the first offices outside of the United States, and it will promote the effectiveness in protecting consumers from America and China.

Leavitt, together with Andrew Von Eschenbach, the agency’s Food and Drug Commissioner, will open the first office in Beijing today, then in Guangzhou and Shanghai. “Establishing a permanent FDA presence in China will greatly enhance the speed and effectiveness of our regulatory cooperation and our efforts to protect consumers in both countries,” Leavitt’s office said in a statement last week.

Leavitt has said the assignment of 13 workers in the FDA offices in China but without mentioning their roles will be. His next priority will be opening facilities in India and Central America. Furthermore, during his visit to Beijing, he plans to pay visit to two workshops conducted by the US and Chinese government.

The HHS statement said the sessions will focus on outbreaks of food-related illnesses in the US with relation to fresh produce as well as melamine contamination in Chinese dairy products that have made so many babies sick. The group will also discuss reforms that will improve the safety of consumer products and will exchange data on toxicity to humans of melamine.

Similarly, the European Union and China signed an agreement on Nov 17 to better cooperate on consumer safety. By doing so, the two sides will exchange information about contaminated food and other dangerous goods more quickly.
