What is more, the Dalian Vice-Mayor Dai Yulin hopes the park<span id="more-1448"></span> can help cut costs of companies in Dalian when they expand their presence in Japan.</p>
<p>More than 800 companies and 70,000 people work in the <a href="http://www.bpovia.com">IT</a> <a href="http://www.bpovia.com">outsourcing</a> industry in Dalian. Software exports from the city are forecast to exceed $1billion this year.</p>

Similarly, the members of the G20 are not only from the west world, but also including Argentine, Egypt, Saudi Arabic and Mexico, which play very essential roles in the global economy today and future.</p>
<p>Financial tsunami is not only a tragedy for the developed countries and new industrialized countries. The foreign trades of the developing countries and the employment rates of the less-developing countries will experience the strike as well. Obviously, it is the high time for the world to cooperate to conquer the setbacks. Especially, the promising economies in G20, which would replace the great power in the following 50 years, should take more responsibilities to survive the world economy and rebuild the economy system. China has decided spend 4,000 billion RMB to stimulate domestic demands and consuming. Meanwhile, the government financial investment in infrastructures and other regions will develop more job opportunities. As is known to all, China has the largest population and third largest economies. Decisions by Chinese government will impact deep influence to the world economy.</p>
<p>In history, the Netherlands, Spain and the Great Britain used to be the great powers. But as the time goes by, they have been edged out by the new great powers for many reasons. Thus, we may assert that there are opportunities and challenges lying on the roads for the G20 to establish the multi-polar world.</p>

<p>Jointly held by the Ministry of Commerce and Gartner Inc, a leading provider of research and analysis on the global information technology industry, it is the <span id="more-865"></span>first high-level international service <a href="http://www.bpovia.com">outsourcing</a> conference sponsored by the ministries of commerce, education, science and technology, and the Sichuan provincial government.</p>
<p>This summit attracts lots of participants from a wide range of industries such as finance, logistics, communications, manufacturing, retail sales, chemicals, food and <a href="http://www.bpovia.com/">IT</a>.</p>
<p>Several Fortune 500 firms also attend the summit, including General Electric, Zurich Insurance, British Airways, Carrefour, Barclays Bank, Siemens, Sony Electronics and NTT Japan. Outsourcing association leaders from 10 nations including Brazil, Russia, India and China will also attend.</p>
<p>Participants include fifty leading <a href="http://www.bpovia.com/">outsourcing</a> vendors from 14 Chinese cities, such as Beijing, Dalian, Hangzhou and Chengdu. Some of the companies are among China’s top 20 firms in annual <a href="http://www.bpovia.com/">outsourcing</a> revenues.</p>
<p>According to the organizers, Chengdu was chosen to be the host city because of its agreeable environment and advantages in <a href="http://www.bpovia.com">outsourcing</a>. Chengdu is a city of subtropical climate with four distinct seasons. It is also far away from the regions influenced by typhoons or freezing weather.</p>
<p>Compare with 2006, the GDP of Chengdu rose by 15.3%, which surpassed 332 billion yuan in 2007, ranking second in central and western China. Last year, the GDP per capita of the city reached $3,634.</p>
<p><strong>Friendly environment</strong><br />
Chengdu city owns a dependable environment and a good record in intellectual property rights (IPR) protection, which are other two reasons it can attract so many participants.</p>
<p>No IPR complaints from foreign-invested companies were registered in Chengdu in 2006 though a specialized IPR court has been established in the city since 1997. It obtained the official honour of China’s first “Demonstration City for National Intellectual Property Rights” last November. Foreign direct investment in this city surpassed $3.4 billion in 2007. Compare with previous year, the investment in 2007 got an increase of 67.</p>
<p>Based on the report, the city’s actual utilization of foreign capital ranked first in central and western China last year. To date, 124 of the world’s top 500 firms have a business presence there.</p>
<p>According to the government, as an immigrant city, Chengdu is full of a spirit of harmony, tolerance, honesty and innovation. Companies coming from other cities have got great success in the city.</p>
<p>Among the operations worldwide of ItoYokado Department Store in 2007, sales of Chengdu city’s increased at the highest rate, with turnover at the store ranking third of all its stores globally.</p>
<p>Seven countries including the United States, Germany and France have opened consulates in Chengdu. The American Chamber of Commerce and chambers for British and EU members, as well as the Canada China Business Council, have established offices in Chengdu.</p>
<p>There are 11 five-star hotels including the Shangri-La, more than 10 bilingual primary and middle schools and four bilingual kindergartens in Sichuan capital.</p>
<p>Shuangliu International Airport, which has 72 domestic air routes, is a 15-minute drive from the city’s civic centre and one of six key regional airports in China. There are over 15 daily flights to Shanghai, Beijing and Shenzhen. The airport also offers direct air flights to Hong Kong, Singapore, Bangkok, Amsterdam, Tokyo, Seoul, Macao and Manila.</p>
<p>One of the highest highway densities in China with 10 expressways crossing or linking it is also in Chengdu city. Its first subway is expected to open in 2010.</p>
<p><strong>Information centre</strong><br />
As one of the centres of information technology in the nation, Chengdu has world-class industrial parks. Several districts in Chengdu are all <a href="http://www.bpovia.com/">outsourcing</a> demonstration zones well equipped with a double-power supply grid and state-of-the-art telecommunication and infrastructure facilities.</p>

<p>The total planned area of Tianfu Software Park is 100 hectares, 33 hectares of which are covered by Chengdu new and High Technology Incubation Park.</p>

<p>Michael Laphen, chairman and chief executive officer of CSC, said in order to go through the financial crisis, more companies have to outsource their business in pursuing of lower costs, thus creating more opportunities for <a href="http://www.bpovia.com/">outsourcing</a> companies.</p>
<p>&#8220;Outsourcing will increase in difficult times as the financial crisis pushes companies to become more cost effective,&#8221; said Laphen. &#8220;We expect further robust growth from China.&#8221;</p>
<p><span id="more-709"></span>CSC’s new delivery centre, which is located in Tianjin, will open next spring. Its service includes both CSC’s domestic and multinational clients in China and it will have 500 employees within the next three years.</p>
<p>But Laphen did not dwell on the scale of the investment in China.</p>
<p>Despite the huge influence of the financial crisis, CSC is still optimistic about economic prospects in China.</p>
<p>It is said that the two major customers for CSC in China, that is the country’s manufacturing and financial companies will continue to grow fast.</p>
<p>During the past decades, multinational have reduced costs through transferring non-core business to countries like India and China.</p>
<p>But as Chinese labour costs rise, outsourcing companies in the country have been trying their best to increase the supply chain and earn money with more value-added services.</p>
<p>According to Lin Zheying, deputy director of foreign investment administration department under the Ministry of Commerce at an industry forum, financial crisis brings good opportunities to China to develop outsourcing in service sectors, because many US financial institutions may have to outsource their business.</p>
<p>It is believed that the company which is doing <a href="http://www.bpovia.com">outsourcing</a> service like <a href="http://www.bpovia.com">BPOVIA</a> in Nanjing will have more opportunities.</p>
<p>Based on the data of the ministry, the value of foreign contracts of Chinese outsourcing companies reached $1.9 billion in the first eight months, up 17 percent from the same period last year.</p>
<p>CSC entered the Chinese market in 1991 and now owns about 300 employees in the country, the offices of which distribute in Beijing, Tianjin, Shanghai and Guangzhou.</p>
<p>CSC has approximately 90,000 employees globally and reported revenue of $17.1 billion for the 12 months ended July 4, 2008.</p>

<p>The statistics of ministry showed that, there were about 1,800 outsourcing companies in the country with 330.000 employees by the end of August.</p>
<p>Total contracts abroad for outsourced services in 2007 were 2.09 billion US dollars, which is more than 118 percent over 2005.<span id="more-367"></span></p>
<p>To reduce costs and increase competitiveness, many multinationals were turning service industries to developing countries which offers new opportunities to outsourcing service industry in China.
