1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Songhua River Flood Management (Sector) Project, of which Hanshu Sluice Works Subproject is a subproject and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2. China Machinery & Equipment Import& Export Corporation (CMEC), the Procurement Agency authorized by Baicheng Construction and Supervision Office for ADB-loaned Songhua River Flood preventing Project, invites sealed Bids from eligible Bidders for the supply of the following Goods:

Lot 01: Gate Equipment and Installation

Lot 02: Hoist Equipment and Installation

Lot 03: Electrical Equipment and Installation

Bidders may bid for one lot or any combination of lots.

Baicheng Hanshu Gate Project is located in Baicheng city. The Baicheng Hanshu Gate Project includes 9 doors of Gate, 1 set of Headstock gear, and 8 sets of Fixed gate lifting hoist. More details and specifications are provided in the Bidding Document.

3. International competitive bidding will be conducted in accordance with ADB’s Single-stage: One Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4. Interested eligible Bidders may obtain further information from CMEC, and inspect the Bidding Document at the office address given below between 8:30 a.m. – 11:30 a.m. and 1:30 p.m. – 4:30 p.m. starting from 4 December, 2008 (except weekends and holidays).

5. To purchase the Bidding Document in English, eligible Bidders should:

(a) visit the office of CMEC at the address indicated below and pay a nonrefundable fee of

RMB2,000 or USD300 in cash, or

(b) request delivery by sending a written application to CMEC at the address indicated below. The application must include a cashier’s check, in favor of CMEC, of RMB2,500 for domestic delivery or USD350 for overseas delivery. The document will be sent by express airmail. No liability will be accepted for loss or late delivery.

6. Bids must be delivered:

* to the address: 6th Floor, Construction Building, No. 287 Guiyang Street, Changchun, Jilin Province.

* at or before 9:00 a.m. (Beijing Time) on 15 January 2009. Late Bids will be rejected.

Bids will be opened immediately after the above deadline for submission in the presence of the Bidders’ representatives who choose to attend at the address below.

7. All Bids must be accompanied by a Bid Security of not less than 2% of the total Bid Price.

8. CMEC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9. In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

1. CMC International Tendering Corp., authorized by the Right Bank of Nen River Provincial Boundary Dike Project Construction Administration Bureau of Songliao Water Resources Commission, MWR, now invites sealed bids from all eligible Bidders for the supply of the following Goods and Services needed for Right Bank of Nen River Provincial Boundary Dike Subproject (Zhatailianfang to Banlashan) of Songhua River Flood Management Sector Project. The tendering contents are as follows:

Package: 3 Off-Road Cars.

2. Bidding will be conducted through the international shopping procedures specified in the ADB’s Guidelines, and is open to all Bidders from eligible source countries as defined in the guidelines.

3. A complete set of bidding documents in English may be purchased by any interested bidder at the address given below between 9:00 and 11:00 am (Beijing time) starting January 29, 2008 (working days only) and the price of Bidding Documents are RMBl,500 or US$202. The documents may be sent by courier for an additional fee of RMBl00 or US$13.5 (for local bidder) / RMB480 or US$65 (for bidder outside China). The method of payment will be in cash or by cashier’s check.

4. Bids must be delivered at or before 9:00 am (Beijing time), March 2, 2008 and must be accompanied by a bid security of not less than two percent (2%) of the Total Bid Price. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives who choose to attend at 9:00 am (Beijing time), March 2, 2008.
