<p class="MsoNormal"><span style="Arial;">1 The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Gansu Baiyin Urban Development Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract Baiyin Road 3 under Baiyin Road Improvements for which this Invitation for Bids is issued.</span></p>
<p class="MsoNormal"><span style="Arial;">2 China International Tendering Company (ITC), acting for and on behalf of the Employer, Baiyin City Construction Bureau, now invites sealed bids from eligible bidders from member countries of ADB for the following contract. International Competitive Bidding will be conducted in accordance with <strong><span style="underline;">ADB’s Single-Stage: One Envelope Bidding Procedure</span></strong> and is open to all bidders from eligible source countries.</span></p>
<p class="MsoNormal"><span style="Arial;">3 To obtain further information and inspect the Bidding Document, interested eligible bidders should contact the following Tendering Agent’ s address.</span></p>
<p class="MsoNormal"><span style="Arial;">4 A</span><span style="Arial;"> set of bidding documents may be purchased by interested eligible bidders between <strong><span style="underline;">9:00-11:30 a.m. and 13:00-16:00 p.m. from 22 July 2008</span></strong> to 1 September 2008 (Beijing Time) (Saturdays, Sundays and holidays excepted), on submission of a written application to the Tendering Agent’s office as below, and upon payment of a nonrefundable fee of RMB4000 or US$570. The method of payment will be in cash or cashier’s check. The document will be sent by courier at additional cost of RMB200 (for domestic) or $25 (for overseas delivery). No liability will be accepted for loss or late delivery.</span></p>
<p class="MsoNormal"><span style="Arial;">5 All bids must be delivered to the transaction room of 6th floor of Jianshe  Mansion, Beijing Road, Baiyin   District, Gansu, P.R. China (east of Liuzhong Highway Tolling management station) at or before <strong><span style="underline;">10:00, 1 September 2008 (Beijing Time)</span></strong>. The Bid Opening Ceremony will be held at <strong><span style="underline;">10:00, 1 September 2008 (Beijing Time)</span></strong> at the same address above. All bids must be accompanied by a bid security of not less than RMB2,000,000.00 for the Contract. Late bid will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend and the bidders shall sign on the record of bid opening for confirmation of their bid prices. </span></p>

<p class="MsoNormal"><span style="14pt;">The Government of the People’s Republic of China has received a loan from the International Bank for Reconstruction and Development towards the cost of Shanghai Urban Environment Project, APL2, and it intends to apply part of the proceeds of this loan to payments under the Contract BST2.3 – SUPPLY, INSTALLATION OF EQUIPMENT AND CIVIL WORKS FOR SLUDGE MECHANICAL CONDENSATION, DIGESTION</span><span id="more-397"></span><span style="14pt;"> AND DRYING SYSTEM OF BAILONGGANG WWTP. The main work includes: <strong>supply, installation, commissioning and trial running of</strong> <strong>sludge digestion system; supply, installation, commissioning and trial running</strong> <strong>of sludge drying system; Civil works for egg-shaped digestion tank; etc.</strong> Bidding will be conducted through the international competitive bidding procedures specified in <strong>the World Bank’s Guidelines: Procurement under</strong> <strong>IBRD Loans and IDA Credits, </strong>and is open to all bidders from eligible source countries as defined in the guidelines.</span></p>
<p class="MsoNormal"><span style="14pt;">A complete set of bidding documents in English may be purchased by interested bidders between 9:30 and 11:00 am /1:00 and 4:00 pm (Beijing time) from April 21, 2008 (except Saturday, Sunday and holidays), upon payment of a non-refundable fee of RMB2,500 or USD$350. A Chinese translation is also available at the same address with additional payment. However, in any case where discrepancy is found between the Chinese and English documents, the English shall govern. If being so requested at the time of application, the bidding document will be sent by express mail with an additional fee of RMB100.00 for within China, or RMB800.00 for outside of China.</span></p>
